Employment & Skills Delivery Manager needed in Gloucester Paying £52,265 per annum ref 5264515

Full time hours on a temporary basis

Key Responsibilities:

We are seeking a dynamic and experienced Delivery Manager to lead and manage the strategic development of employment and skills provision. This role involves providing professional leadership and support to all staff and partners, ensuring the service meets local employment and skills needs and contributes to council priorities and wider partnership outcomes.

  • Strategic Development: Advise Hub managers and elected members on the strategic development of Gloucestershire’s employment and skills provision.
  • Service Management: Manage all aspects of the service and assets, providing professional leadership and support to all staff and partners.
  • Continuous Improvement: Develop and implement continuous improvement strategies and service plans to ensure the Hub anticipates and responds to local employment and skills needs.
  • Performance Management: Lead on developing, implementing, and monitoring effective performance management and quality assurance processes for the Hub, ensuring high standards and continuous improvement.
  • Employer Engagement: Work with employers and other organizations to understand their emerging skills and workforce requirements.
  • Service Planning: Plan and direct service improvements to ensure support is continually designed around customer needs and outcomes.
  • Collaboration: Develop and foster excellent working relationships with other council managers to ensure integrated service provision.
  • Budget Management: Take responsibility for setting and deploying Hub budgets, ensuring effective budget monitoring and reporting processes are in place.
  • Business Development: Identify and take advantage of opportunities for business development by securing external funding to meet customer needs and ensure Hub sustainability.
  • Stakeholder Engagement: Maintain links with regional and national colleagues, advising Hub managers and elected members of new developments in employment and skills.
  • Leadership: Deputize for the Strategic Lead for Inclusive Employment and the Head of Employment & Skills in internal and external meetings.
Special Conditions:
  • Valid UK driving licence required.
  • Flexible working hours, including some evenings and weekends.
