Job summary

Bradford District Care Foundation Trust (BDCFT) is looking to appoint an experienced and motivated Emergency Preparedness, Resilience and Response (EPRR) Officer. The EPRR Officer will work on specific projects to help BDCFT fulfil its responsibilities under the Civil Contingencies Act 2004 and meet its obligations as described within the NHS England Core Standards for EPRR. The EPRR Officer will promote continuous improvement in the Trust's EPRR arrangements and will undertake joint working with colleagues in partner organisations to enhance plans and processes for emergency preparedness.

Supporting the BDCFT Accountable Emergency Officer (AEO) and reporting to the EPRR Manager, the EPRR Officer will contribute to the full cycle of emergency preparedness, from risk management and planning to training and exercising. The EPRR Officer will also have a role in the delivery of EPRR assurance processes and will support processes that aim to identify learning from incidents and exercises.

Main duties of the job

The EPRR Officer will be part of the BDCFT EPRR team that provides specialist advice and support to BDCFT executive directors, senior managers, function leads and other BDCFT staff who have a potential role in incident response or business continuity management arrangements. The EPRR Officer will also liaise with colleagues in partner organisations to support joint working for emergency preparedness across the North East and Yorkshire region.

Person Specification

Qualifications Essential

  • A recognised Emergency Planning or Business Continuity qualification. The preferable qualification is the Diploma in Health Emergency Planning (Level 4) but a diploma in business continuity from the Business Continuity Institute (level 4) will also be acceptable.
  • A level of experience in Emergency Planning and Business Continuity or areas that are relevant for business continuity management acquired through training and experience to Masters' level equivalent.

Experience Essential

  • Extensive experience of working in an NHS EPRR function or an Emergency Planning or Business Continuity function in a similar, or complex organisations.
  • Extensive knowledge of business continuity and emergency planning techniques, standards and application.
  • Expert knowledge of all NHS England EPRR standards and the ability to progress work / training and procedures in all areas.
  • Experience of leading an emergency response including acting as Incident manager and advising the organisation's senior staff / directors in an emergency.
