The Proposals Manager is accountable for delivering a range of complex bids, with specific focus on competitiveness and technical acceptability, delivering quality bids on-time to customers.
You will be based in a GSI office within the North & South Europe (NSE) region and will report to the GSI Tendering Director for NSE.
Job Description
Responsibilities:
- Assist the tender team, ensuring coordination between all roles involved for timely preparation of quality Technical Offers, BOQ, associated costing, and Execution Plan, in line with the defined strategy and applicable GE-GS rules.
- Establish target costing based on target-winning price and Operating Plan margin, with proper benchmarking and challenge of costs.
- Define and lead plans to reach target costs while ensuring executability during the OTR stage.
- Formulate winning strategies for each bid, considering input from the Account Managers according to the Commercial Action Plan.
- Lead identification of bid models and possible suppliers/subcontractors/partners in consultation with the Accounts Team.
- Support the Sales team in identifying suitable Consortium partners, with a division of responsibility depending upon the bid model.
- Deliver competitive offers in line with the defined pricing strategy, ensuring project executability without time or cost slippage.
- Explore alternatives (technical solutions, sourcing, innovative content) to differentiate proposals and defend these alternatives to customers.
- Vet compliance with GSI RfQ, Customer T&C, Technical specification, and GS offers to the Customer.
- Align and support optimization and competitiveness of technical offers and costing from GS supplying entities.
- Identify, register, and mitigate Operational & Technical risks and Opportunities with support from Grid Solution experts.
- Utilize tools used by the ITO team to deliver bids, as per policy.
- Optimize project Cash Out with Sourcing and Supplying entities.
- Support the Sales Team in the elaboration of offers and implementation of win strategies from the Go/No-Go process (R0) to the Bid Approval process and final submission.
- Proactively support the Sales Team to understand Customer needs and lead all roles involved in bid preparation.
- Clarify and negotiate with the Customer on the Technical Offer and proposed Execution Plan.
- Lead win/loss analysis for key deals for continuous improvement of solutions/customer approach.
- Hand over won deals to OTR, with support from Sales Manager and ComOps.
- Comply with Policy 5.0, Project Tender process, EHS rules, and all applicable work instructions and processes.
Qualifications / Requirements:
- Bachelor’s degree from an accredited university or college, preferably in Electrical Engineering.
- Advanced and demonstrated experience in a Project business, with proven teamwork skills.
- Experience in Grid Solutions and exposure to estimating/tendering for Turnkey bids is preferred.
- Experience as Proposal Manager, Estimator, or Project Manager on complex bids.
- Willingness to travel 20-30% plus.
