The duties at the GS-9 and GS-11 level are developmental in nature and lead to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.
Responsibilities:
- Analyzes and assesses risk determination and identifies appropriate risk mitigations necessary for the successful completion of the award.
- Performs detailed budget analysis on both competitive and noncompetitive agreements to determine the allowability, allocability, and reasonableness under applicable cost principles and their relationship to the objectives of the proposed project.
- Prepares award documents for execution and ensures necessary approvals as required by department regulations and designates a qualified Grants Officer’s Technical Representative (GOTR).
- Administers, modifies, and terminates financial assistance actions, and performs budget analysis functions from simple to complex.
- Monitors the performance of recipients through review of performance reports, financial status reports, and correspondence with both agency and recipient program/administrative staff.
- Performs and monitors close-out of agreements which includes reconciling financial information and processing a funding de-obligation.
- Reviews recipient requests for modifications to the agreement, coordinates and facilitates legitimate requested revisions, and processes applicable documentation for executing agreement modifications.
- Receives and reviews all applications for assigned programs to ensure that proposals/agreements conform to law, regulations, and agency policy.

To qualify at the GS-09, you must meet one of the following:
- A.) Possess one full year of experience equivalent in responsibility and scope to the GS-07 grade level (obtained in the private, state, or federal sector). Specialized experience at this level is defined as: Preparing pre-award documents for simplified/non-complex financial assistance agreements; preparing modifications/amendments to financial assistance agreements; and assisting with administration of financial assistance agreements, including preliminary review of financial and performance reports. - B.) Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Economics, Accounting, and Finance.
- C.) A combination of education (noted in B) and experience (noted in A) may be used to qualify for this position.
To qualify at the GS-11, you must meet one of the following:
- A.) Possess one full year of experience equivalent in responsibility and scope to the GS-09 grade level (obtained in the private, state, or federal sector). Specialized experience includes performing pre-award and post-award functions associated with grants and cooperative agreements; familiarity with Notice of funding opportunity announcements (NOFOs) to ensure submission of responsive applications; responding to recipient inquiries regarding financial reporting submissions; preparing modifications/amendments to financial assistance agreements; and reviewing financial reports from recipients, recommending them for approval by the Grants Officer. Your resume must demonstrate this work experience.
- B.) Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. in a field related to the position.

To qualify at the GS-12, you must meet one of the following:
- Possess one full year of experience equivalent in responsibility and scope to the GS-11 grade level (obtained in the private, state, or federal sector). Specialized experience includes: a) developing pre-award financial assistance documentation (such as responsibility determinations or cost/price analysis of a proposed budget estimate); and b) providing technical assistance, oversight, expertise, and consultation to financial assistance awardees, applicants, recipients, and/or sub-recipients; and c) applying Federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy, guidance, and initiatives.
