Purpose of Job

The EBRD Security Manager - Operations is responsible for delivering security provisions across the Bank's entire Resident Office network and London Headquarters. The role will, in accordance with the Bank's security policy and procedures, support the Bank's activities and operations worldwide.

Under the guidance of the Associate Director, Security Operations, deliver a comprehensive security operation that includes Resident Office security provisions, security audits, safe staff movements, high-risk mission planning, close protection, movement controls, training, and emergency response. The role involves significant overseas travel sometimes at short notice.

Background

The position encompasses both hands-on security operational activities and a requirement to contribute to strategic planning, achieved via a thorough understanding of the risks faced by EBRD staff and how to effectively mitigate these risks.

The Bank operates within the UN Department of Safety and Security framework, maintaining important relationships with UN offices and ensuring compliance with UN standards.

Facts / Scale

EBRD has over 50 Regional Offices and approximately 3,000 staff, many of whom travel regularly to various locations worldwide. The role requires interfacing with Bank staff at all levels to identify potential risks and implement adequate mitigation measures.

Accountabilities & Responsibilities

  • Development and operation of a strategic security operating model in compliance with Bank security standards.
  • Ensure robust emergency provisions are maintained to safeguard staff safety in the event of a security incident or natural disaster.
  • Ensure that the physical and technical security of Bank premises is compliant with EBRD and UN standards.
  • Ensure staff business travel is compliant with EBRD and UN standard operational procedures.
  • Plan and contribute to the delivery of specialist security training to EBRD staff.
  • Carry out physical and technical security assessments of staff residences.
  • Ensure all high-risk missions receive appropriate security support.
  • Provide close protection services to EBRD Senior Management and staff when required.
  • Develop and maintain relationships with Embassies, UNDSS, local police, and security services.

Knowledge, Skills, Experience & Qualifications

  • Highly experienced security professional with a substantial record in police, armed forces, or security services.
  • Leadership skills with the ability to manage in stressful environments.
  • Extensive experience in designing and implementing security and emergency procedures.
  • Significant operational experience in Executive Protection.
  • Qualified Self-Defense Instructor is an advantage.
  • Project management experience.
  • Fluent in English, both written and spoken.
  • Influencing and relationship-building skills.
  • Experience in designing and delivering structured training programs.
  • Previous experience in a multicultural environment is desirable.
  • A recognized qualification in security is required; considerable relevant operational experience could be accepted in lieu of formal qualifications.
