The Role:

The role will be responsible for providing strong technical 1st Line Risk and Control support for Operational Resilience and provide guidance on related issues within the 1st Line of Defence. Ensuring there is sufficient (risk based) support on Operational Resilience matters.

Responsibilities:

Operational Resilience:

  • Ensure implementation of the Operational Resilience framework aligned to the Enterprise Risk Framework, to protect customers, the Bank and comply with regulatory requirements.
  • This includes the approach to identifying, agreeing and documenting Important Business Service processes and the people, processes, technology, facilities, information, dependencies on outsource service providers and other third parties and operational resilience requirements covering prevention, response, recovery and lessons learned.
  • Lead in maintaining Operational Resilience Framework and other supporting documentation/ information i.e. Operational Resilience annual program of work, including supporting Risk Partners with the identification / review of Important Business Services (IBS), setting impact tolerances, facilitating stress and scenario testing workshops and manage remediation planning to deliver appropriate improvements.
  • Own the regulatory agenda including currency and reporting for the function i.e. ongoing implementation of Operational Resilience regulatory requirements and ensure alignment with other relevant practices, such as business continuity, disaster recovery, risk management and outsourcing.
  • Build relationships with key stakeholders, e.g. business service owners, 1LoD Risk Partners, 2LOD, crisis management team, Tech/IT, Communications, Outsourcing.
  • Facilitate with Risk Partners the definition, agreement and embedding of measures, including impact tolerances, reporting and governance suitable for the ongoing monitoring via monthly SMF Risk Packs of operational resilience and lead the development and implementation of a programme of testing to assess ability to operate within defined impact tolerances.
  • Work with key stakeholders to build new / maintain existing end-to-end operational process maps, including the definition of associated dependencies relating to the Important Business Services.
  • Support the Director – 1LoD Risk & Control in preparing reports for relevant Committees/Board etc.
  • Support the Directors - 1LoD Risk and Control and Risk Partners to provide education and training to all relevant stakeholders as required in relation to Operational Resilience.
  • Support as required during significant incidents.
  • Partner with key stakeholder groups including Risk Partners, Change and IT to ensure that the change agenda considers Operational Resilience and the downstream impacts of change on new and existing IBS.

Business Continuity:

  • Ensure the delivery of Business Continuity requirements, plans and structure across all teams and processes. Includes ensuring a current understanding and relevant level of business continuity planning ‘BCP’s’, crisis management and operational resilience is in place across the business. Overseeing the ongoing testing and refresh of all BCP’s. Ensuring all 3rd parties and strategic partners have appropriate, current and tested BCPs in place.

Essential Knowledge & Experience:

Minimum 3 years' experience within a Risk Management Environment and related experience in a UK banking environment ideally in an Operational Resilience Role.

Expertise in the procedures, processes, and systems utilised within Financial Services and/or FinTech.

Strong knowledge of Operational Resilience methodology framework procedures and principles. Experience with regulatory guidelines of FCA & PRA.

Relevant and/or preferred qualifications (please specify required or preferred).

Ideally will have professional qualifications in Risk Management and / or Banking.
