An exciting opportunity has arisen for an experienced emergency planner to join the growing emergency planning team at the Royal Free London Group. The successful candidate will work in the Emergency Planning Team within the Chief Delivery Officer's corporate team. The emergency planning team is responsible for the provision of professional and expert advice, guidance, information, training and support to Trust staff on all matters relating to the Emergency, Preparedness, Resilience and Response (EPRR) function. This includes business continuity and major incident planning.

Main duties of the job

The postholder will work within the Emergency Planning team to deliver and maintain an effective EPRR service and support the implementation of EPRR plans and the enhancement of resilience and Business Continuity Management (BCM) across the Trust. This will include ensuring that up to date plans are in place to comply with legislation and guidance, including meeting the requirements of the Civil Contingencies Act (2004) and NHS England EPRR Core Standards.

The postholder will work as part of a team and autonomously towards defined goals, they will be an expert for all EPRR matters within the Trust and act as a source of information and guidance. The postholder will contribute fully to the quality improvement of the service and to the development of EPRR best practice within the Trust.

The postholder will be responsible for developing and implementing EPRR training and exercising activity to ensure and maintain staff and patient safety and well-being.

Education and qualifications

• Diploma in Health Emergency Planning (DipHep) or equivalent relevant qualification.
• Evidence of relevant continuous professional development.
• Membership of relevant professional body (e.g. EPS, BCI)

Knowledge

• Knowledge of NHS EPRR functions and objectives and of the principles of integrated emergency management.
• Understanding of legislation, national guidance and policy in relation to the Civil Contingencies Act (2004)
• Understanding of Strategic and Operational NHS management
• Knowledge of the NHS England EPRR Framework and an understanding of the Core Standards

Skills and abilities

• Ability to manage information to support emergency planning decision making

Experience

• Working in the NHS, or other large complex multidisciplinary and multi-sited organization, and with responsibility for emergency planning
• Working with partners and leading on policy review and implementation
• Experience of facilitating debriefing sessions and evidence of a strong commitment to enabling ‘no blame’ learning and improvement cultures
• Experience of designing and delivering training and exercising interventions to practice or validate emergency or business continuity arrangements
• Experience of anticipating and assessing the risk of emergencies occurring using risk assessment methodologies.
• Experience of developing, maintaining and evaluating emergency and business continuity policies and plans.
• Experience of budget and staff management.
• Personally resilient and able to work in a focused manner, giving clear advice, during stressful situations
• Organised, methodical and able to prioritise and manage a complex workload and meet deadlines
• Able to use own initiative and to self-direct work priorities, and able to determine when and how to escalate issues
