Job summary

SWL Children and Young People Clinical Lead

2 sessions/ week (7.5 hours 0.2 WTE)

The SWL Children and Young People (CYP) Clinical Lead will report to the Chief Nursing Officer (CNO), and be professionally accountable to the Executive Medical Officer (EMO). In this position, the postholder will be responsible for providing strategic direction and clinical leadership on the design and implementation of solutions to ensure the delivery of high-quality health and/or care services.

In SWL the ambition is for all children and young people to have the best start in life, a good education, enabling them to live well, flourish and achieve their full potential. This includes supporting parents and carers at local early years settings and schools, tackling inequalities and raising education attainment. We want children to be safe, their needs and aspirations recognised and achieved, with support where required to develop independence and preparation for adulthood.

Main duties of the job

The postholder will be expected to work closely with public health and community leads through our existing workstreams and projects and provide clinical leadership in order to support:

1. Reduced rates of childhood obesity,
2. Improved oral health for children,
3. Enhanced quality and consistency of care for children with asthma,
4. Children and young people with special educational needs and disability (SEND) to be more independent, alongside the SWL Clinical Lead for Neurodiversity,
5. Improved screening and immunisation rates,
6. Improved school readiness,
7. A reduction in health inequalities for children and young people.

This role requires close matrix working across SWL, and particularly with CYP Clinical leads at Place. The postholder should be a registered Consultant Paediatrician currently providing health care services to resident patients in NHS services in SWL.

As part of the SWL-wide Clinical Leadership team, the postholder will lead on at-scale clinical transformation where impact or action is needed across all or part of South West London. In line with other SWL-wide Clinical Leads, a primary aim of this role will be to ensure collective and collaborative focus on the delivery of ICB and system priorities.

1. Provide clinical leadership, advice and act as a champion within the defined area,
2. Foster a culture of multi-professional engagement in the improvement of care across integrated pathways,
3. Promote engagement, ensuring clinical colleagues are fully committed to the delivery of ambitious programmes of quality improvement,
4. Ensure improvement programmes benefit from the best clinical expertise available,
5. Maintain credibility with all key players within the programme of work, fostering a culture of collaboration for the delivery of equitable, high quality care,
6. Understand, communicate and support the implementation of clinical policy relating to programme area (including NICE Quality Standards and Outcome Strategies),
7. Promote a culture of innovation, developing strong partnerships with academic and education structures and other key stakeholders,
8. Chair meetings/specific groups as appropriate,
9. Work collaboratively across the SWL Clinical Leadership matrix,
10. Foster and promote a culture of clinical engagement and influence ensuring respective programmes are truly clinically led,
11. Develop clinical programmes that support widespread multidisciplinary involvement including doctors, nurses, and allied health professionals,
12. Act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making where possible.

Person Specification

Education / Qualifications

Essential

• Accredited Consultant Paediatrician with expertise in the breadth of their specialty
• Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
• Relevant postgraduate qualifications
• Significant evidence of continued professional development
• Current registration with relevant professional body i.e. GMC, NMC, HCPC, GPhC or equivalent
