Deputy Chief Finance Officer and Executive Director - Financial Services

As the Deputy Chief Finance Officer and Executive Director, Financial Services you will lead the department’s financial services team and functions, including annual financial statements and statutory reporting, provision of daily financial support to state schools, financial operations (that include accounts receivable, accounts payable and taxation), and financial business systems support. You will frequently liaise with and meet face to face with a range of key stakeholders and provide high-quality, professional financial advice to departmental customers that lead to positive outcomes for students in Queensland state schools.

The Deputy Chief Finance Officer and Executive Director, Financial Services is to provide high-level leadership and advice by working collaboratively with internal and external stakeholders. The Executive Director will be assessed according to four key accountability perspectives: financial, stakeholder and outcome, internal business, and learning and growth.

The position requires a leader who is able to see the big picture and will have strong professional and transformational leadership and change management capabilities. The role requires an ability to transform operational functions, motivate staff, lead change and manage best practice Financial Services to deliver government priorities along with excellence in client service delivery.

Specific responsibilities include:

  1. Ensure the department meets its statutory financial reporting and financial management accounting requirements by reviewing and developing appropriate financial and accounting frameworks, systems, policies and procedures which ensure the integrity and usefulness of the financial accounting information.
  2. Direct the provision of services to ensure they achieve optimum utilisation of government resources, deliver value for money and comply with all relevant legislation and ethical standards.
  3. Develop consolidated and parent entity financial statements, as well as overseeing monthly reporting to Queensland Treasury and quarterly reporting to the Department of the Premier and Cabinet.
  4. Manage the asset accounting function for the department’s asset base with a value in excess of $30 billion.
  5. Identify opportunities for transformational business process improvement and implement agreed solutions in consultation with stakeholders, ensuring compliance with all legislative and financial standards.
  6. Build and sustain effective working relationships with colleagues, internal and external clients and senior executives in other key government agencies.

As an executive, you will have extensive experience across the public, private and/or not-for-profit sector and you will have a strong background in strategy and policy implementation, service delivery, and client service. You will have a proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce. Formal tertiary qualifications and CA/CPA (or equivalent) are required.

You will possess the relevant background and experience, have success in a similar role and you will also be skilled in inspiring individuals and teams in the pursuit of world-class service delivery and public-sector management. This role is offered as an SES contract for a period of up to 5 years, with the possibility of an extension.
