Job Title: Senior Quantity Surveyor

Division: UK Construction / Construction North

Location: Regional office is Bradford

Reporting to: Commercial Manager

Construction North is part of the UK Construction business and includes the Midlands, the North and Scotland. Projects on average range between £5 - £50 million and are primarily based in the Public Sector with some projects in the Private Sector. Sectors include Leisure, Justice, Defence, Education, Health and Commercial offices.

The opportunity

The Senior Quantity Surveyor will work on tendering activities and new projects in the pipeline, with the view to leading commercial activities on a project. This is a great opportunity to contribute to the pipeline of projects and would suit an experienced senior surveyor who has a track record of leading commercial activities on projects and working with Bid / Work Winning and Pre-Construction teams.

Role purpose

  • Take lead and overall responsibility of the commercial aspects of a large project delivering to an agreed profit margin and other deliverables.
  • Undertake regular reviews of the commercial performance of the project to improve commercial certainty and maximise success of the projects.
  • To ensure best practice and continuous improvement in commercial processes on site.
  • To provide high quality management information to senior management.
  • To lead and develop a commercial team to ensure a fully integrated project team.

Key accountabilities

  • To maximise the commercial position of the project for ISG whilst maintaining positive Client relationships.
  • Protect ISG's contractual position by ensuring all obligations are discharged appropriately.
  • Ensure ISG's governance and procedural requirements are adhered to whilst targeting best practice.
  • To take a lead role in the valuation process where applicable including ensuring valuations and invoices are issued on time.
  • To actively promote ISG philosophy and culture on site to ensure the commercial team are fully integrated into the project team.
  • Maintain up to date knowledge of element costings and costs/ft2.
  • Develop initial project budget, including tender, and agree detailed cost plan with the ISG team for agreement with the professional team.
  • Ensure project insurance arrangements are adhered to.
  • Advise Clients and Consultants on procurement routes available.
  • Prepare and monitor Bid Package Tender Schedule.
  • Advise on product selection, specifications and assist with value engineering exercises.
  • Advise on selection of Sub-Contractors for package works.
  • Attend and if necessary, chair meetings with the design team and with Sub-Contractors.
  • Manage the change process in conjunction with the extended team in a proactive manner to ensure design and planning implications are carefully considered.
  • Ensure upstream valuations and invoices are issued on time.
  • Prepare rolling final account throughout project and aim to agree at practical completion.
  • Complete the final account administration and manage the retention release close out.
  • Internal reporting via CVR, cashflows, project reports, monthly project reviews.
  • Conduct start-up meetings with the commercial team within first week of contract award for allocated projects.
  • Ensure project team approach is clearly aligned with ISG's expectations for the specific project.
  • Monitor commercial resources on allocated projects to DCM, ensuring key risks are clearly identified and brought to the attention of the DCM, promptly.
  • Completion of all identified actions to deadlines.
  • Hold regular commercial review for allocated projects, held on project site, with project commercial team to address commercial performance, identify potential issues or problems and collaborate to deliver solutions.
  • Mentoring and leadership of commercial team members to allow their development and progression.
  • Provide clear, appropriate and timely feedback on performance, attitude and behaviour to project commercial individual team members on allocated projects.
  • Develop and implement a mechanism for allocated project commercials to share, with project construction team's continuity of approach and lessons learnt.
  • Act promptly and positively to address performance or behaviour issues when they arise, utilising the support of HR.
  • Provide support to DCM during recruitment and selection of project commercial staff.
  • Advise DCM on specific training needs for Surveyors.
  • Develop and maintain positive relationships with Directors of sub-contractor organisations and other suppliers for allocated projects whilst ensuring targeted margins are achieved.
  • Ensure Bid Lists are prepared with proper commercial consideration and integrity and that all Bid Lists are approved by the DCM.
  • Seek out, follow up and develop sales opportunities (in conjunction with sales and marketing teams).
  • Proactively develop / contribute to work winning opportunities.
  • Provide commercial input to proposals.

Skills & experience

  • Main contractor experience within the Construction market.
  • Direct experience of different project types.
  • Experience of different contracts forms which need to include one of the management forms, 2 stage, single stage and Design & Build.
  • Experience as a Lead Surveyor on projects ranging between £20m to £50m.
  • Demonstrably commercially focused with a proven track record of delivering high quality results whilst maintaining positive relationships in difficult commercial environments.
  • Experience in claims resolution both with the Employer and Sub-Contractor.
  • Experience in establishing, managing and leading a large project team and/or multiple smaller project teams.

Qualifications

  • Recognised qualification in a building related subject.
  • Recognised chartership with MCIOB or MRICS is preferable.
