Job description

We are seeking an experienced and strategic Temporary Accommodation & Procurement Manager to lead the procurement, allocation, and management of temporary accommodation, ensuring the council meets its statutory housing obligations. This is a crucial role in securing, managing, and delivering high-quality housing solutions for vulnerable households.

The successful candidate will oversee temporary accommodation teams, allocations, and property procurement, ensuring services are efficient, legally compliant, and aligned with the council's housing strategy.

This role requires four days a week in the office to ensure effective oversight and collaboration.

Key Responsibilities
  1. Develop and manage the housing procurement strategy to meet the council's accommodation demands.
  2. Oversee the procurement of private rented properties, working with landlords and housing providers to secure cost-effective and sustainable housing solutions.
  3. Ensure all procurement meets legal, ethical, and regulatory standards, including health & safety legislation.
  4. Lead and manage teams across Temporary Accommodation, Allocations, and Property Procurement, ensuring a responsive and efficient service.
  5. Ensure tenancy sustainment initiatives are in place to support residents and reduce homelessness.
  6. Implement and monitor key performance indicators (KPIs) for service improvement and efficiency.
  7. Ensure all allocations, placements, and tenancy decisions comply with housing law, including the Housing Act and Homelessness Code of Guidance.
  8. Work closely with legal services and enforcement teams to tackle tenancy breaches, illegal subletting, and fraud.
  9. Manage budgets and forecast financial projections, ensuring cost-effective service delivery.
  10. Prepare reports and briefings for senior management, councillors, and external partners on housing trends, policy changes, and procurement strategies.
  11. Build strong partnerships with landlords, housing associations, registered providers, and external agencies to maintain a steady supply of accommodation.
  12. Work closely with internal teams, including Adult & Children's Services, Housing Solutions, and Legal Services, to ensure an integrated housing approach.
  13. Represent the council at multi-agency meetings and policy discussions.
About You
  1. Proven experience managing temporary accommodation, procurement, and allocations within a local authority or housing organisation.
  2. Strong knowledge of housing legislation, including the Housing Act, Homelessness Reduction Act, and private sector rental regulations.
  3. Experience in contract negotiation, landlord engagement, and tenancy enforcement.
  4. Budget management experience, ensuring efficient use of financial resources.
  5. Excellent leadership and team management skills, with experience in motivating and developing staff.
  6. Strong problem-solving and decision-making abilities to handle complex housing cases and policy challenges.
  7. Ability to develop and implement strategic housing policies and procurement initiatives.
  8. Excellent written and verbal communication skills, with experience in writing reports, presenting cases, and liaising with stakeholders.
  9. Proficiency in IT systems and data analysis, including Excel and housing management software.
  10. Educated to degree level or equivalent experience in housing, public services, or procurement.
  11. A housing-related qualification (e.g., CIH Level 4/5) is desirable.
