Job description

Are you passionate about improving recruitment processes, ensuring compliance, and driving diversity initiatives? Durham County Council is seeking a proactive Resourcing Process and Compliance Officer to play a key role in supporting and enhancing our resourcing function.

WHAT IS INVOLVED?

This new role is an exciting opportunity to play a pivotal part in improving resourcing, retention, and talent management processes across the organisation, while ensuring compliance with all statutory and legislative requirements. You will work closely with the Resourcing Lead (Process and Compliance) to support the delivery of a high-quality recruitment service and make impactful improvements across the function and wider council.

Key Responsibilities:

  • Work collaboratively with the Resourcing Lead (Process and Compliance) to support the implementation of resourcing, retention, and talent management initiatives across the Council.
  • Advise and ensure compliance with statutory requirements (e.g., Right to Work, DBS, Agency Workers) by providing guidance, maintaining accurate records, and supporting compliance across HR and Employee Services.
  • Lead the production and analysis of resourcing data and performance indicators, including contributing data for working groups focused on the Gender Pay Gap and Workforce Race Equality Standard, to drive informed decision-making and support ongoing diversity initiatives.
  • Collaborate with colleagues and stakeholders to identify solutions that support the Council’s approach to recruitment, resourcing, and Equality, Diversity, and Inclusion (EDI).
  • Contribute to improving policies, processes, and practices to enhance service delivery.
  • Work with Council services to support the workforce and resourcing strategy, addressing workforce risks and working to stabilise the workforce.

This role is temporary for one year, until the return of the substantive post-holder.

WHAT WILL I NEED?
Qualifications and Experience: CIPD Level 3 or equivalent qualification, with experience in customer-focused recruitment, resourcing, and HR/workforce planning support.
Knowledge of Employment Law: Strong understanding of recruitment, resourcing, EDI (Equality, Diversity, and Inclusion), and compliance requirements such as DBS and Right to Work.
Problem-Solving and Data Analysis: Ability to analyse data, solve complex HR challenges, and implement process improvements.
Communication and Organisation: Excellent communication, presentation, and organisational skills, with the ability to manage multiple tasks and meet deadlines. Please refer to the attached person specification for the full criteria.

HYBRID WORKING
Durham County Council currently operates a hybrid working policy where a model of 2 days in the workplace and 3 days at home/remote will apply. This model is pro-rated for part time roles and arrangements are at managers discretion, alternatively you can work all of your contracted hours within the workplace if you prefer.
