Transport for London (TfL) is one of the world’s leading transport authorities overseeing London's extensive transport system, facilitating 31 million journeys daily. It runs the day-to-day operation of the Capital's public transport network and manages various modes of transport, including buses, Underground, the Elizabeth line, Overground, trams, bikes, and river services, along with road networks and charging schemes. In addition to this core transport purpose, it has a significant advertising portfolio, is ranked as London's largest electricity purchaser and engages in substantial property development, including providing affordable housing.
TfL’s capital investment programme is delivering the infrastructure that London needs through ensuring that its assets are safe and fit for purpose, delivering upgrades and major projects, ensuring that improvements to air quality are achieved, promoting active travel, and delivering new homes. Underpinning all of this is the critical need to ensure that projects and programmes deliver the best possible value for money for its customers.
Continuing to ensure that investment delivers maximum value for money and efficiency is key to TfL’s financial sustainability. The Mayor of London’s Independent Investment Programme Advisory Group (IIPAG) plays a key role in realising this aim by providing independent assurance and expert advice. This is primarily across TfL’s Capital Investment Programme but the expertise of IIPAG may also be called upon to assure some key procurements in TfL’s operational business.
TfL is now looking to appoint an additional member of IIPAG to support it in this work who will provide focus and experience in procurement and commercial matters. As an IIPAG Member, you will help TfL to drive a forward-looking agenda to maximise efficiency, effectiveness and value for money. You’ll help London to thrive for years to come.
As a member of IIPAG, you will provide independent, third-line assurance of projects and programmes, usually with a value of over £50m on a risk-based approach, along with some key decisions in the wider TfL business. This includes renewal works and upgrades and major projects. You’ll constructively challenge and provide strategic input on a broad range of matters affecting TfL's programmes, including external market forces, with a core focus on procurement and commercial issues. You will also deliver cross-cutting reviews on key topics and systemic issues affecting the investment programme which provide powerful recommendations and far-reaching advocacy of best practice.
A focus of this role will be on providing assurance of post-contract management, critically reviewing whether contracts are being managed in a way that delivers the intended outcomes while addressing challenges such as cost control, dispute management, and supplier performance. You will provide strategic advice on opportunities for improving contract oversight and risk management, ensuring that your observations contribute to best practice and align with broader organisational objectives.
You will draw on your technical expertise and strategic insight to evaluate procurement and commercial practices against industry benchmarks and emerging trends. Your contributions will focus on identifying risks, inefficiencies, and opportunities for improvement, ensuring that TfL’s capital investment programme is subject to robust, independent assurance. By applying a critical and forward-looking perspective, you will be help TfL strengthen its approach to procurement and commercial management. Through effective oversight and assurance, you will contribute to the delivery of London’s ambitious transport goals.
TfL is looking for a procurement and commercial specialist to join its Independent Investment Programme Advisory Group. You should have a proven ability to operate at a strategic level, either as an advisor or in leadership positions within complex business environments. This experience will include assessing procurement strategies for complex, high-value programmes, critically reviewing how they balance value for money, risk, and compliance within the public sector’s regulatory framework.

This role is remunerated, and reasonable, pre-agreed domestic travel expenses will be reimbursed. This role involves sometimes ad hoc assurance and advice to the TfL executive team, which is likely to take up to 60 days per year in total. The appointment is for a two-year term, which can be renewed once at the discretion of TfL. Members are paid directly; it is not possible for the remuneration of £1,000 per day to be invoiced via a company entity. Please note internal TfL employees are not eligible to apply.
