Technical Services provides in-house consultancy to DIO and the wider MOD, the specialist skills available through the Technical Services team span Construction, Engineering, Health and Safety, Safety Systems, Environmental Management, Sustainable Development, Access and Recreation, Historic Environment and Natural Environment.

Job DescriptionWe have an exciting opportunity for a dynamic Regional Health and Safety Advisor to join our team of subject matter experts dispersed throughout the UK and Overseas. You will be an integral part of this fast paced and agile team, responsible for providing independent and competent H&S advice, guidance and help manage safety for your dedicated DIO business areas. Through proactive engagement, you will seek to monitor and develop DIO’s systems and culture to ensure compliance and positive health and safety behaviours across the organisation, our suppliers and service providers.
Key responsibilities include:- Reporting to the Senior Regional Health and Safety Advisor
- Providing all aspects of health and safety advice and support
- Incident reporting and investigation
- Conducting audits and assurance exercises
- Attending meetings
- Delivering familiarisation training
- Providing guidance and mentorship
- Ensuring compliance with regulations and best practice to maintain a safe and healthy work environment for employees
- Assisting in policy development by ensuring the provision of specialist health and safety advice
- Assisting in supporting the implementation of the DIO Safety Strategy, policies, and procedures
- Undertake and support Health and Safety Assurance Programmes.
- Working collaboratively to deliver a co-ordinated assurance program. This will be developed in collaboration with stakeholders, with the primary aim of identifying non-conformances and maximising opportunities for improvement and driving up standards.
- Proactively seek 2LOD and 3LOD activities including external assurance. Ensure actions identified are recorded, suitable actions are identified and managed, and these are monitored through to completion.
- Promote Accident & Incident reporting across DIO and support as necessary including awareness training.
- Act as the Advisor for HS&EP accidents or incidents and ensure the Responsible Person (RP) is adequately supported in their investigation.
- Assume the role as Responsible Person where they deem this is necessary due to the competence of the RP or due to the technical nature or severity of the event.
- Conduct root cause analysis and identify learning points as required, and performance monitoring.
- Carry out health and safety specific training as requested for DIO staff to support individual departments in meeting their mandatory and risk-specific training needs.
- Represent the DIO Regional Health & Safety Team at meetings, committees, conferences and other stakeholder engagement functions.
Person specificationThe successful candidate will have the following essential experience:- Practical experience within construction, infrastructure or facilities maintenance.
- Providing health and safety advice and guidance in facilities, estates or construction management against current legislation.
- Conducting health and safety assurance/audits against legislation/management systems.
- Excellent written and verbal communication skills with the ability to use a variety of techniques and to tailor style appropriately to the audience.
- Excellent organisational skills and the ability to manage multiple simultaneous outputs requiring frequent communication, organisation, and time management.

QualificationsH&S Level 3 Qualification e.g. NeBOSH Certificate or Equivalent

Employment HoursThe post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business (i.e., detached duty) or work in another MOD office, will also count towards this level of attendance.
