Job description

The Digital Infrastructure Network Specialist role is responsible for implementing, supporting, and maintaining the Trust's secure WAN and LAN network infrastructure including VoIP telecoms. In collaboration with other specialist Digital roles, this post ensures that the network infrastructure is capable of supporting and providing secure, resilient, and highly available services and access to all of the applications, tools, data, and services necessary for the provision of patient care at RNOH.


It is expected that the post holder will be engaged in a number of Digital Services projects, where good project management skills will be required.


The post holder will contribute to the development and implementation of Cyber Security protection plans for the Trust and ensure that the Trust risk is minimized at all times. This will involve developing and managing processes and procedures for this purpose.


The Trust's Digital systems are primarily supported by three teams, with the Digital Service Desk, Digital Infrastructure, and Digital Applications teams working side by side to ensure excellent customer service for all end users. All three teams must work in partnership with each other to troubleshoot issues, and identify and implement continuous service improvement opportunities to ensure that the Trust has reliable, robust, high-performing Digital systems that meet the needs of our end users.


Main duties of the job
  1. Provide specialist technical expertise in network and network security infrastructure including telecoms.
  2. Provide specialist technical expertise for Extreme, Cisco, and Mitel VoIP technologies.
  3. Provide specialist expertise in WAN and LAN technologies, ensuring highly available and diverse connectivity.
  4. Develop and maintain backup and disaster recovery plans for network and network security infrastructure.
  5. Collaborate with other technical specialists to ensure best practice Cyber Security controls are in place.
  6. Ensure that there is an effective automated continual and daily monitoring system for all network and network security infrastructure components.
  7. Document all network and network security systems, describing their physical and logical implementation, admin accounts, security controls, and all dependencies. List Trust services that each of these supports (to support business continuity and disaster recovery requirements).
  8. Analyse, log, and action all CareCERT and other relevant security bulletins to improve the cyber security assurance of the Trust. Ensure that there is a process for review of these controls and that reviews are scheduled and documented.
  9. Contribute to maintaining the Infrastructure Team's Programme of Work and/or tasks list.

Communication and Relationship Skills
  1. Provides regular updates to the Trust users and managers about the progress of ongoing incidents.
  2. Provides customers with accurate and frequent updates when SLAs are breached and reprioritizes the work when necessary.
  3. Follows agreed procedures for all the tasks and responsibilities performed while on the job.
  4. Helps the team to improve its service through knowledge sharing.
  5. Helps to provide a professional, customer-focused IT Support service to users throughout the Trust.
  6. Responsible for handling and managing sensitive and/or confidential information in accordance with the Trust policies and guidance provided by Information Governance from time to time.
  7. Communicates professionally, both written and verbal, with teams within Digital and with the suppliers.

Knowledge Training and Experience
  1. Develops technical expertise commensurate with the requirements of the role and keeps abreast of new technologies and shares this knowledge with colleagues in a structured way.
  2. Identifies own training and development needs and undertakes agreed training/education as required, supported by regular personal development planning.

Analytical & Judgemental Skills
  1. Identifies any and all issues as they become apparent and ensures that these are either resolved or logged in the team's task lists and/or service desk system responsible for resolution of complex issues.
  2. Analyses complex information to determine the most appropriate issue resolutions in the shortest time.
  3. Reports and logs security breaches identified during incident investigations using appropriate Trust procedures and actively promotes security best practices to the users identifies and prioritises the resolution of security and confidentiality issues that become evident during the course of their work around the Trust.
  4. For all calls that cannot be resolved internally, provides an effective interface between users and service providers, including external suppliers and provides timely updates to users.
  5. References guidelines where they exist, refers to Infrastructure and Security Manager to set priority for resolution, monitor progress and uses escalation procedures for problems not progressing satisfactorily.
  6. Actively builds support knowledge base to enhance the skill set of the team, promote industry best practices and reduce the resolution times of incidents.

Planning and Organisational Skills
  1. Follows the overall prioritisation of the Digital Infrastructure and Security Manager to determine work priorities.
  2. Escalates incidents which cannot initially be resolved to the Digital Infrastructure Manager and to relevant suppliers.
  3. Supports the Digital Infrastructure and Security Manager to maintain an up-to-date plan of all administrative, proactive and maintenance activities performed by the team that repeat at regular intervals.
  4. If requested by the Digital Infrastructure and Security Manager, organises, plans, develops, and delivers knowledge transfer training through workshops or other means to the Digital Service Desk.

Physical Skills
  1. Remains calm and focused even under pressure and maintains a pleasant demeanour and excellent interpersonal skills to welcome the visitors and deal with their enquiries.
  2. Expertly coordinates the use of phone and keyboard simultaneously to get the job done.

Responsibility for Policy/Service Development
  1. Ensures that processes and procedures for network systems are documented and circulated within the Digital Infrastructure team.
  2. Works with management and colleagues in other support teams to ensure changes to workflow and functionality are understood and are supportable.
  3. Identifies and recommends service improvements to the Digital Infrastructure and Security Manager.

Responsibility for Financial and Physical Resources
  1. Assists users in making effective use of Trust systems, products, and services.
  2. Provides advice on selection and purchase of Digital equipment for the Trust and ensuring adherence to agreed technical standards. Obtains quotes for supply of goods and services from suppliers in accordance with Trust Standing Orders.

Responsibility for Human Resources
  1. When requested by the Digital Infrastructure and Security Manager, provides training and personal development in Digital supported systems, products, and services within the team.

Responsibility for Information Resources
  1. Collaborates with other members of the Team to ensure that RNOH data is stored securely and to participate in the regular data backup procedures and processes.
  2. Develops and maintains produces/updates written procedures in support of activities associated with the role. Uses these to support appropriate training/coaching of other members of the team using the train the trainer approach.
  3. Assists in producing a support knowledge base.

  1. Suggest service improvements.

  1. Network and network security management is a specialist activity which presents a very busy and high-pressure environment with specialist knowledge and skills. Staff are required to manage incidents and issues and remain calm and pleasant working with Trust colleagues.
  2. Investigates the most complex incidents, diagnosing underlying causes and propose, discuss, and evaluate potential solutions with service providers.

Person Specification
Knowledge, Training & Experience
Essential
  • Degree or equivalent qualifications or experience.
  • Extensive experience working in an Infrastructure network and network security role at least at Band 7 equivalent - this is unlikely to have been developed in less than a few years.
  • Experience with DNS and DHCP management.

Desirable
  • Experience of supporting NHS network and network security infrastructures in a large and complex secondary/tertiary care setting.
  • Administration and fault finding experience of routing protocols such as OSPF, EIGRP, BGP.
  • Experience integrating diverse systems across internal and external networks for real-time data sharing.
  • Experience with clinical systems protocols such as DICOM.
