Skills & Experience:
  • Must have one or more of the following: An Incorporated Engineer (or working towards) with a HNC in Civil Engineering, Chartered Engineer with a Degree in Civil Engineering, Project Management qualification, Traffic Engineering qualification
  • In depth theoretical and applied knowledge of highway and traffic legislation and regulations
  • Experience and understanding of planning and project management
  • Substantial experience of use of IT packages utilised to deliver Civil, Traffic or Street Lighting Engineering functions
  • Experience of project and financial management.
  • Strong analytical skills with the ability to process complex information and explain/present the information
  • High level of communication and interpersonal skills.
  • Ability to write structured and concise reports
  • Excellent ability to analyse Traffic Engineering/Civil Engineering problems and applying an engineering judgement to develop, design and implement creative yet appropriate solutions to often complex and sensitive issues.
  • Competent user of ICT equipment and specialist software used to deliver Highway Civil, Traffic or Street Lighting Engineering functions, such as AutoCad, Key Lines and Signs, ParkMap, Reality.
What's involved with this role:

The post is set up within the Streetscene transportation team to deliver the BSIP schemes. The post will be co-located with the in-house engineering design team to provide the post holder with support. This is delivering the capital schemes relating to the £4m BSIP funding made available for 2025/26. A range of small and larger projects e.g. programme of bus stop/bus border enhancements to tackling pinch-points on the local highway network. All the funding must be committed and spent within a year so the successful candidate will need to be able to work at pace to get the programme of works designed, procured and delivered.

Key Duties:
  • Provide leadership to investigate, design, and manage high-quality civil engineering projects that align with the City Council’s strategies and plans.
  • Ensure customer-focused service delivery by liaising with Area Teams, tailoring services to meet local needs, and providing professional advice and feedback.
  • Manage and deliver highway and infrastructure improvement projects on time, within budget, and to specification, ensuring high performance.
  • Lead in commissioning value-for-money services, ensuring effective management of service providers and strategic planning for highway asset delivery.
  • Promote compliance with relevant legislation, focusing on Health and Safety, ensuring projects adhere to regulations, safety standards, and procurement rules.
