Purpose of the role:

The Deputy Operations Director (DOD) is accountable for leading allocated BWC business areas across municipal and commercial waste. Deputising for the Operations Director and understanding operational programmes, projects and assignments. The DOD is responsible for monitoring the operations of the service, ensuring compliance with all legislation, regulations, and financial and budgetary parameters for their allocated BWC area. The role ensures that operations meet service goals and contractual key measures in line with customer expectations.

The role requires the post holder to challenge existing practices in order to improve overall customer service whilst seeking value for money and long-term economic benefits to the business.

Key Responsibilities:

  1. Day to day delivery of the service for an allocated business area. This includes people management, budget management and operational planning to deliver Key Performance Targets (KPIs).
  2. Promoting a culture of safety and continuous improvement ensuring that the service is innovative and enhances the Waste and Resource service to customers. Actively developing opportunities to improve the effectiveness of the site and service delivery.
  3. Maintaining compliance of your operational area ensuring that all legislation is adhered to.
  4. Lead and manage relationships with other departments within BWC and stakeholders. This includes customers, suppliers, employees and BCC. Thus, ensuring delivery of a great customer experience.
  5. Develop, review and implement Operational policies and procedures.
  6. Ensure that all management systems are effectively organised and operated, to deliver a productive service with accurate management information.
  7. To lead allocated projects as directed. These may include due diligence, pricing analysis and the configuration, management and implementation of new BWC services systems or practises.
  8. To ensure that systems and processes are in place to monitor and track customer feedback and queries. Ensure all are resolved and appropriate action and/or service improvement is taken.
  9. Ensure that all services are compliant with Health & Safety, current disposal/ handling/ transportation legislation and codes of practice and environmental regulations.
  10. Delivering the objectives, vision and values of the company, through a motivated workforce whilst ensuring that communications and messaging are consistent throughout.
  11. Preparation of annual budgets, ensuring that services are delivered within budget and all financial targets are met.
  12. Leading and managing Operational team in line with HR and Operational policies and processes.
  13. Actively promote and embed Equality Diversity and Inclusion (EDI) into BWC and support and comply with all organisational initiatives, policies and procedures on EDI.

  8. Excellent literacy & analytical skills.
  9. Experience of delivering change programmes.
  10. Highly motivated with a 'can do' attitude and the ability to use own initiative.
  11. Have a 'down to earth' working style.
  12. Good attention to detail and the ability to prioritise effectively.
  13. Ability to work under pressure and to make decisions to tight deadlines.
  14. Self-driven, results-orientated with a positive outlook and a clear focus on high quality and budgets.
  15. Project management capability.
  16. Good knowledge of existing and impending environmental and health and safety legislation.
  17. Waste industry knowledge including knowledge of applicable law and legislation.
  18. Senior management experience ideally in Municipal and/or Commercial Waste and Resource Management fields.
  19. Stakeholder management skills – the ability to establish strong productive relationships and convene a diverse stakeholder group. A track record in maintaining good working relationships with partnering organisations and the ability to influence and reach consensus with individuals and external organisations.
  20. People management – proven experience managing large teams. Experience with all areas of people management such as Recruitment.
  21. Financial management – the ability to exercise effective financial management controls including managing budgets and profit and loss.
  22. Team working - the ability to create high performing diverse teams through a supportive, collaborative working culture as evidenced by staff satisfaction and feedback from stakeholder bodies.
  23. Behavioural Competencies: The post-holder is expected to always behave in a manner consistent with BWC company values.
