Job description

The Deputy Director of Quality Governance will support the Chief Nurse by working closely with the senior operational clinical team and other corporate services, to provide strong quality governance to ensure that the Trust provides high quality services and is fully compliant with the regulatory bodies.

The role offers an exciting opportunity for collaborative working between Stockport Foundation Trust and Tameside and Glossop integrated care, with the future potential for the position to extend across both trusts, allowing for broader impact and professional growth.

The Deputy Director of Quality Governance will support the Chief Nurse and Medical Director to develop a governance framework to be embedded across the organisation to ensure quality governance arrangements are robust and have oversight of Trust compliance across corporate and operational service. They will work in close partnership with the Trust Secretary on the board assurance framework and governance assurance meetings system.

The Deputy Director of Quality Governance will have strategic responsibility to oversee the delivery of compliance, complaints, inquests and claims, risks, incidents and serious incidents, health and safety, policy governance, and patient experience.

The post-holder will work in a proactive partnership with the senior operational/clinical team and key external senior governance leads to ensure robust, effective and flexible governance arrangements are in place across the Trust.

Main duties of the job

In collaboration with the senior leadership team, provide leadership and direction to ensure there are effective clinical governance systems implemented across all divisions, ensuring all risks are identified and managed in accordance with the Trust's assurance framework processes. Ensure that the Trust complies with statutory, regulatory, contractual and best practice requirements in relation to governance quality, with effective monitoring processes in place.

Job responsibilities

Quality Governance and Patient Safety

  1. Use benchmarking tools and techniques to identify best practices from the wider health economy.
  2. Encourage learning from analysis of quality data to drive service improvement within the Trust.
  3. To ensure that effective mechanisms are in place to continue to develop and embed quality governance across the Trust.
  4. Lead a robust system for the investigation of clinical incidents that ensures the organisation learns from the outcomes and can demonstrate that learning in practice.
  5. Ensure the Trust has effective systems for incident reporting, duty of candour and incident investigation in line with the National Serious Incident Framework & Regulation 20 of the Health & Social Care Act 2008.
  6. Liaise with commissioners, police, coroners, CQC, NHSI, and MHRA regarding incidents reported under the Strategic Executive Information System (STEIS).
  7. Review the National Patient Safety Strategy and ensure the Trust is compliant with the aims and themes in conjunction with the Trust Quality Strategy.

Assurance and Risk Management

  1. To oversee processes which ensure that the risk register is managed effectively at all levels in the organisation and reflects the key risks of the Trust.
  2. To have overall responsibility for the Trust's electronic incident reporting system ensuring the Trust utilises the tool effectively and information is accurate.
  3. To provide and maintain an Assurance Framework to ensure delivery of health and safety legislation.
  4. Ensure effective risk and assurance arrangements are in place to demonstrate the Trust complies with the Health & Safety at Work Act 1974 and related regulations.

Management and Leadership

  1. To lead the Quality Governance teams ensuring all staff are appropriately managed, appraised and developed.
  2. To be responsible for the budgets for the Quality Governance teams and ensure delegated budget holders manage the budgets effectively.
  3. To ensure that the Quality Governance team develop and deliver an agile patient-focused approach.
  4. To ensure all staff in the service are up to date with legislation and are able to apply this in their work.
  5. To provide coaching and mentoring support to the team and wider organisation to support their personal and professional development.
  6. To develop and maintain excellent relationships with key external stakeholders.
  7. To participate in the executive on-call rota.

Claims and Litigation

  1. To ensure effective and efficient management of the legal services budget and central point for access to legal advice across the Trust.
  2. In conjunction with the Trust's legal advisors, provide specialist advice and support to senior clinicians and staff across the Trust on legal matters and ensure effective communication links with individuals when dealing with complex matters.
  3. Ensure compliance with the relevant standards set out within the NHS Resolution guidelines.

Patient Experience

  1. Accountable for the Trust's compliments and complaints procedures and processes.
  2. Ensure lessons are learned and are translated into effective and sustainable change.
  3. Oversight and process for Subject access requests.
  4. Oversight and process for overseas policy and charging.

Personal Development

  1. To engage in regular reviews of personal objectives and performance including identification of personal development requirements.
  2. To pursue personal professional development and to take responsibility for developing, with the Chief Nurse and Medical Director, an annual Personal Development Plan.

Effective Communication

  1. The post holder is required to advise and influence the Board and senior clinical and managerial colleagues.
  2. Required to work with colleagues to reach effective outcomes.
  3. Required to work with ambiguity and concepts, and to interpret what is required or would be beneficial and be able to turn this into a clear proposal and plan.
  4. Able to use a wide range of communication methods, including the production of strategic documents, formal and informal presentations to committees and groups, as well as handling sensitive individual discussions, often handling difficult messages.

The Trust is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all staff and volunteers to share this commitment and promote safeguarding by implementing the Trust's policies and procedures, acting promptly on concerns, communicating effectively and sharing information appropriately.

If successful this vacancy will require a Standard DBS check at a cost of £26.50. This cost will be deducted from your first Trust salary.

In addition to this, it will be a condition of your employment that you will join the DBS update service and pay the annual subscription fee of £16.

Person Specification
  • Educated to master's level or equivalent level of experience of working at a senior level in specialist area.
  • Must have an understanding of the background to and aims of current healthcare governance, regulation and compliance policy and appreciate the implications of this on engagement.
  • Experience of integrated governance systems across organisational boundaries.
  • Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement.

£88,168 to £101,677 a year pro rata per annum.
