Deputy Director of Partnerships & Inequalities (Merton)

We are looking for an outstanding individual to lead our work across the Merton Health and Care Partnership. The postholder will develop and maintain effective partnerships at the most senior level between statutory and non-statutory agencies involved in promoting health and well-being within the borough of Merton. This will involve oversight of the development and delivery of the Merton Health and Care Plan using a Programme approach and specifically how the local health system addresses health inequalities. The post is hosted by South West London ICB but is a joint appointment with London Borough of Merton.

Main duties of the job

Merton Health and Care Together (MHCT) is the borough based 'Place Committee' for Merton with senior representation from across the local health and care system. MHCT has oversight of the development and delivery of the borough Health and Care Plan. The postholder will lead the Programme to deliver the Merton Health and Care Plan and the work of the borough Committee (MHCT) to improve health within the borough and address health inequalities by:

1. Defining the MHCT programme's quality assurance and risk framework
2. Encouraging innovative and creative approaches to Programme management
3. Ensuring there is allocation of common resources and skills within the programme's workstreams
4. Creating and embedding an innovative delivery framework across the MHCT collaborative programme
5. Developing, supporting and coaching people to use the agreed delivery framework
6. Maintaining an overarching Programme Plan
7. Constantly monitoring to ensure that the 'right' projects are being undertaken to achieve the Vision, strategic objectives and benefits of the MHCT partners
8. Driving benefits realisation - and reporting progress including providing highlight and other key reports for the MHCT Board
9. Identifying and managing key interdependencies across the programme portfolio
10. Managing and implementing a Communications Plan in collaboration with whole system partners and promulgating a communication and engagement framework

• help the NHS support broader social and economic development.

NHS South West London Integrated Care Board decides how the South West London NHS budget is spent and develops plans to improve people's health, deliver higher quality care, and better value for money.

Duties and Responsibilities

Lead the Programme to deliver the Merton Health and Care Plan and the work of the borough Committee (Merton Health and Care Together MHCT) to improve health within the borough and address health inequalities by:

1. Any other responsibilities due to the changing nature of the transformation as dictated by the MHCT Programme Board Chair(s)

Key Working Relationships

The postholder will maintain and develop strong working relationships with all members of Merton Health and Care Together (MHCT - the Merton Place Committee), a sub-committee of the Integrated Care Board) and the organisations they represent, across statutory and voluntary sectors. This will involve working across organisations at Chief Officer and Director level.

SW London-wide functions and teams and other borough teams within the ICB.

Provide and receive highly complex, sensitive and contentious information, including presenting information about projects and dependencies to a wide range of internal and external stakeholders in formal settings across Merton.

Person Specification

Education / Qualifications

• Educated to masters level or equivalent level of experience of working at a senior level in specialist area
• In-depth professional knowledge in a number of disciplines such as: financial management, performance management, information systems, staff management acquired through training and experience over extended period
• Evidence of continued professional development

Knowledge and Experience

• Extensive experience of setting up and implementing internal processes and procedures
• Experience of managing and motivating a team and reviewing performance of the individuals

Skills and Abilities

• Highly developed communication skills with the ability to communicate and present on highly complex, sensitive and/or contentious matters and difficult situations
• Ability to persuade board and senior managers of the respective merits of different options, innovation and new opportunities.
• Ability to make decisions autonomously and on difficult and contentious issues where there may be a number of courses of action.
• Skills for delivering results through managing through others and using a range of levers in the absence of direct line management responsibility.
• Ability to demonstrate a high level of expertise in providing senior leadership

Salary: £93,903 to £107,412 a year Per Annum inclusive of Outer HCAS
