An exciting opportunity has arisen to join our ambitious and improvement orientated organisation as the Deputy Chief Medical Officer. You will be working as part of a cohesive medical leadership team which covers a diverse portfolio of specialist mental health services.

As a key member of the Senior Leadership Team, you will also have shared responsibility for performance, quality, workforce, finance and implementation of regional and national priorities. Reporting into the Deputy Chief Executive and Chief Medical Officer, you will work closely, in particular, with the Deputy Chief Nursing Officer, Deputy Chief Operating Officer and Locality Medical Directors, taking a joint lead role for clinical workforce, governance and improvement. As an experienced medical leader and psychiatrist, you will have a passion for our work and a track record of achievement in influencing colleagues and partners to deliver high quality care. An inspirational and compassionate leader you will promote and deliver clinical workforce modernisation and improvement encouraging innovation in clinical practice as well as ensuring effective systems are in place to allow optimum use of resources through effective and flexible job planning and deployment of the medical workforce. With a strong focus on population health, you will share our values and be an ambassador for our patients, service users and their families and carers.

Main duties of the job

1. Deputise for the CMO including providing strategic oversight of the medical directorate and professional leadership of medical staff within the Trust. Support the executive team in delivering the Trust's vision, values, strategy and large-scale change programmes.
2. Work as part of the senior leadership team and particularly with the Deputy CNO, Deputy COO and Locality MD's in taking collective responsibility and action for the quality and performance of clinical services.
3. Provide clinical leadership for identified clinical services and ensure effective management and support for clinical staff.
4. Ensure the effective operation of quality, clinical governance and patient safety systems, processes and practices within the Trust.
5. Provide expert clinical advice to the CMO and CNO on matters relating to the development and implementation of clinical policy.
6. Work in partnership with the senior leadership team in providing joint accountability and responsibility for improving all aspects of quality and performance, including the effectiveness and sustainability of clinical services.
7. Ensure that service user and carer perspectives inform the planning, development and delivery of clinical services.
8. Actively promote effective multi-professional working within the Trust.
9. Represent the Trust within local, regional and national networks, with the aim of the Trust being seen as a centre for excellence in specialist mental health services.

Person Specification

Qualifications

Essential

• General medical Qualification (MBBS, or equivalent) and hold a Licence to Practise Substantive Medical Consultant Psychiatrist.
• Full professional registration and in good standing with the GMC.
• Consultant level achieved either through RCPsych membership and higher training or via GMC Article 14.

Experience

Essential

• Significant experience of clinical leadership at senior level, meeting objectives and performance management targets.
• Experience of strategy development and implementation.

Knowledge

Essential

• Current policy content and the implications for psychiatrists.
• Mental Health services and an understanding of relevant legislation Importance of confidentiality.
