Deputy Chief Information Officer (Digital)

Based in Wallington with travel to all Trust sites.

The Royal Marsden NHS Foundation Trust is a world-renowned specialist cancer hospital based in London and Surrey. It hosts an NIHR Biomedical Research Centre for Cancer and, working closely with its principal academic partner, the Institute of Cancer Research (ICR), is the largest comprehensive cancer centre in Europe.

The Trust is at the forefront of cancer diagnosis, treatment, and research and relies heavily on digital data and technology services. With a new digital strategy due to be published in the coming months, this is an exciting time to be joining the high-achieving digital team in the role of Deputy Chief Information Officer (Digital).

Key responsibilities of this role include managing the Trust's digital service operations, delivering the Trust's digital strategy, managing digital incidents, delivering the digital capital plan, and guiding the Trust through the evolution of digital technology to ultimately support staff and continue to improve patient outcomes, care, and experience. This role is also key in working across the ICS and nationally to keep abreast of emerging IT opportunities and issues and ensuring appropriate compliance and alignment with regional and national strategies.

Main duties of the job

The successful candidate will be a subject matter expert in digital technology and strategy within healthcare, with a track record of highly effective leadership of digital operational teams and delivery of complex organisation-wide digital programmes. They will have successful experience of implementing business and IT change at a senior level, with strong people and negotiating skills. Effective rapid problem solving, critical thinking, and a can-do attitude with an ability to inspire and motivate staff are key attributes for this role.

Job responsibilities

Directs and manages the day-to-day operations of the Digital Services department. Acts as point of escalation, coordinates and ensures appropriate departmental response to digital incidents. Advises the CIO, divisional directors, and department leads on current and future IT capabilities and opportunities. Oversees the department's operational, workforce, training, and financial metrics to ensure high quality delivery of services, including helpdesk and communications. Develops and maintains a strong understanding of the Trust's services, delivery models, and priorities so as to ensure the digital services and solutions meet the organisation's needs. Assists the CIO in developing organisational vision and IT strategic and operational plans, aligning IT priorities and actions in support of Trust goals. Understands how IT decisions impact hospital operations and develops strategies for communicating these decisions and achieving desired results. Oversees and provides guidance on cross-department initiatives relevant to digital services to ensure collaboration, financial planning, and project delivery. Ensures the Trust meets all legal requirements, NHS digital targets and mandates, risk management standards, and quality checks in relation to ICT.

Person Specification

  • PRINCE 2 (Foundation and Practitioner)
  • ITIL Foundation (v3)
  • MSP (Foundation and Practitioner)
  • University degree (2:1 or above) or equivalent
  • Higher degree or equivalent experience
  • Recognised professional qualification (e.g., CHCIO, FEDIP, PGDip)

Knowledge and Experience

  • Extensive experience of managing an IT department at Associate Director or Director level. This includes day-to-day management, team organisation, and development.
  • A significant and demonstrable, in-depth, detailed understanding of DDaT and its application in the business environment.
  • Background in Healthcare IT, and a good understanding of the national NHS IT strategy.
  • Advanced knowledge and experience in managing large groups of IT personnel, significant budgets, commercial contracts, and supplier relationships, and complex strategic programmes of work.
  • Detailed knowledge of the principles of PRINCE2, MSP, and ITIL.
  • A full understanding of the implementation of business change management and IT change management.
  • A full understanding of configuration management.
  • An excellent knowledge of the operations of a specialist cancer hospital and the business processes that surround it, including procurement processes.
  • Proven experience of implementing a critical enterprise-wide Trust IT system.
  • Experience of line management or leading a project team, a support team, and a software development team.
  • Experience of change management and overcoming resistance to change.
  • Experience of preparing business cases, programme reports, and other documents for consumption at Board and Board sub-committee level.
  • Evidence of managing a portfolio of projects through procurement to business as usual.
  • Experience of managing data migration, integration, or interoperability projects.
  • Successful track record of implementing change at a senior level.
  • Evidence of successful completion of complex projects within set timescales.
  • Evidence of effective partnership working with external organisations.
  • Successful delivery of third-party supplier led projects.
  • Business Analysis experience.
  • Managing delivery of HL7 interfaces.
