Job Description:

Democratic Services Team Leader – Midlands Based Council

Location: Midlands, Hybrid working (Onsite preferably 2 days a week)

Rate: Up to £50 per hour (Umbrella)

Duration: Up to 12 months (initial 3 month contract with likely duration up to 12 months)

Working Days: Up to 4 days per week

Venn Group are recruiting for a Democratic Services Team Leader to lead the Democracy and Scrutiny Team within a Midlands-based council. This role is key to delivering high-quality Democratic Services driven advice and supporting Governance functions across the Council.

Key Responsibilities:

  1. Lead and manage the Democracy and Scrutiny Team.
  2. Ensure smooth operation of council meetings, agendas, and statutory compliance.
  3. Provide expert advice to elected members and council leadership.
  4. Oversee scrutiny projects and research initiatives.
  5. Deputise for the Service Delivery Manager and support budget planning.
  6. Liaise with external partners and ensure compliance with governance policies.

Key Skills & Experience:

  1. Proven leadership in democratic services.
  2. Strong understanding of governance, scrutiny, and council operations.
  3. Excellent communication and organisational skills.
  4. Ability to manage workloads, staff performance, and service improvements.
  5. Financial management experience desirable and ICT proficiency.
