Job Title: Data Governance Programme Lead

Duration: 12 months

Pay: £450 - £550 per day inside IR35

Overview:
An organisation is driving a major transformation focused on data and digital innovation. To support this, a Data Governance Programme Lead is needed to design and implement a structured data governance operating model. This role involves assessing the current landscape, defining requirements, demonstrating value, and fostering internal engagement.

Key Responsibilities:

1. Lead the project, ensuring strategic alignment, risk management, and on-time delivery.
2. Serve as a key liaison for consultancy teams, validating methodologies and maintaining quality standards.
3. Establish a sustainable data governance framework with clear knowledge transfer processes.
4. Champion the initiative, securing stakeholder buy-in and upskilling teams.

Programme Objectives:

1. Align the project with broader organisational goals.
2. Ensure strong governance and oversight throughout execution.
3. Work with the Project Manager to secure approvals and funding.
4. Provide strategic support and guidance to the project team.
5. Address high-level challenges and mediate stakeholder concerns.
6. Build a compelling internal case for data governance.

Project Objectives:

1. Define clear deliverables, expected outcomes, and success measures.
2. Develop a structured approach to project execution.
3. Work with the Project Manager to create detailed work plans.
4. Identify necessary resources and expertise.
5. Plan and manage project budgets.
6. Implement a strong communication strategy to engage stakeholders.
7. Identify risks and mitigation plans.
8. Establish performance evaluation criteria.
9. Create feedback loops for continuous improvement.

Essential Experience and Competencies

1. Data Governance & Strategy Expertise
   Deep knowledge of data governance frameworks (e.g., DAMA, DCAM, CDMC).
   Experience leading governance initiatives within public sector or geospatial domains.
   Understanding of data management, quality control, and compliance standards.
2. Strategic Leadership & Business Change
   Ability to integrate data governance with business objectives and secure investment.
   Work closely with change management teams to embed governance as a core business function.
3. Programme & Supplier Management
   Experience in programme/project management methodologies (MSP, Agile, etc.).
   Proven ability to manage external suppliers, ensuring project milestones are met.
   Skilled in budget management, risk assessment, and issue resolution.
4. Stakeholder Engagement & Communication
   Strong engagement skills with senior leadership and technical teams.
   Ability to bridge technical and business perspectives, translating governance into tangible value.
   Excellent communication and influencing abilities.

Desirable Experience

1. Experience with data governance in hybrid cloud environments.
2. Understanding of AI/ML governance and data readiness.
3. Experience leading enterprise-wide data governance transformations.
