Description

Do you enjoy solving challenges and helping people? Do you have excellent communication skills? Do you have or want to develop further skills in commissioning and delivering system change and improvements? If so, Torbay Council is recruiting a Commissioning and Finance Support Officer for the Adult Social Care Strategic Commissioning Team.

Our Strategic Adult Social Care Commissioning Team is responsible for meeting Torbay residents' social care needs. You will be involved in the delivery and strategic development of commissioned Adult Social Care services, where you will work with stakeholders across Torbay to implement the Adult Social Care Co-Production Strategy.

Work across the Commissioning Cycle quadrants of 'Plan, Do, Review, Analyse'. Your skills will be used for gap analysis, commissioning strategy, options appraisal, and service design to ensure a secure and functional provider marketplace.

You'll need to be comfortable and enjoy working as part of a team. You'll need to have an eye for detail and to be able to anticipate and respond to a wide range of issues and challenges in a positive, solution-focused way. You will work alongside Strategic Commissioning Managers to oversee all aspects of the commissioning cycle, including needs analysis, service and system reviews, quality assurance, service design, specification development, contract management, stakeholder engagement and financial planning.

Essential:

As this post meets the requirements of the Immigration Act 2016 (part 7), the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
Knowledge
Essential:
  • Knowledge and understanding of all elements of the Commissioning Cycle.
  • Knowledge of Microsoft Office applications.
  • Knowledge of quality assurance frameworks.
  • Experience of dealing effectively with the public and specific agencies.
  • Experience of financial procedures and an aptitude for dealing with figure work.
Experience & Qualifications
Essential:
  • Educated to 'A' level standard as a minimum (to prove ability to research and analyse information) or equivalent.
  • Experience of maintaining, developing, and manipulating spreadsheet and database records.
  • Understanding and experience of interpreting complex statistical information.
  • Experience of performance management systems to achieve continuous service improvement.
  • Experience of working with a wide range of partners, stakeholders, and external customers.
