Job Summary

A fantastic opportunity has arisen to join our well established, but ever diversifying and evolving organisation.

Reporting into the CEO, the Clinical Director will provide strategic and inclusive leadership and vision for Bromley Y, to ensure the effective delivery of interventions to children and young people (CYP) and their parents & carers.

The post holder will work closely and collaboratively with the CEO, Board of Trustees, and Senior Leadership Group (SLG) playing a key role in shaping, developing and delivering our business plan and strategic objectives ensuring that equality, diversity and inclusion is embedded into everything we do both internally and externally.

The Clinical Director will have a significant role in creating and developing strong partnership working relationships and networks with a range of local partners and stakeholders and be part of the provider collaborative/Integrated Care System (ICS).

This role will provide an excellent opportunity to shape our two main contracts, MHEWS and MHST as well as taking responsibility for effective clinical governance and quality improvement. The Clinical Director will carry a small caseload working with CYP who do not meet the criteria for CAMHS but equally do not fit into the early intervention remit.

The post represents an opportunity for a qualified and experienced practitioner or an experienced Clinical Lead/Director who is committed to the principles of CYP IAPT and THRIVE, to further their career.

Main Duties of the Job

The Clinical Director, with the CEO and the Senior Leadership Group will be responsible for meeting the strategic aims of Bromley Y, establishing systems and processes to promote and encourage the implementation of evidence-based clinical practice drawing on agreed Professional Standards and Guidelines.

This key role is responsible for Equality Diversity and Inclusion (EDI) leadership, the post holder will drive the development of early intervention and prevention service in Bromley for children and young people by leading the effective smooth running of Bromley Y services ensuring EDI is embedded into our clinical practice.

In addition to overseeing the assessment and management of clinical risk, the postholder will be expected to ensure the service is developed by maximising the use of resources and measuring outcomes against key performance indicators. They will have a commitment to collaborative working, actively supporting and liaising with other health and social professionals. They will also take the lead at internal and external meetings and deputise for the CEO.

Work will mostly be carried out at Ethelbert Road or in different community settings with some virtual working from home. The post holder must be prepared to be flexible in their working arrangements.

The post holder will be required to undertake clinical work. This will include complex assessment and treatment for children and young people using a variety of evidence-based interventions.

MAIN RESPONSIBILITIES: STRATEGIC

Working with the CEO, Board of Trustees and Senior Leadership Group (SLG) to set the strategic vision and direction for the service in alignment with the organisations strategic objectives and values; ensuring that Equality Diversity & Inclusion (EDI) is embedded through all clinical working practices.

To lead and be accountable for the delivery of excellent clinical standards of practice, drive a culture of clinical effectiveness, equity, inclusion, and continuous improvement of practice outcomes.

Responsible for providing clinical leadership and quality control across the organisation and to ensure adherence and competence to evidence-based models in the service offer.

To provide and develop a working environment and culture of trust, openness and effective interteam working which fosters high morale, commitment and optimum performance across the workforce, whilst also promoting employee wellbeing, professional and personal development.

Responsible for visible and inclusive leadership and specifically the line management of the MHST Specialist Lead, MHEWS Lead and iSPA and Systems Lead and promoting collaborative working.

To lead, nurture and develop relationships with key partner organisations both locally and nationally, statutory and non-statutory, enabling Bromley Y to collaborate with best in class organisations to deliver inclusive solutions and effective outcomes for children and young people, parents and carers.

Take shared organisational responsibility with the CEO, Board of Trustees for the financial performance of the organisation including the implementation of budgets.

Be a key spokesperson and representative for Bromley Y at key events, including meetings with funders and key stakeholders.

MAIN DUTIES

To ensure that all staff keep accurate and appropriate records, providing information for monitoring and evaluation as required by Bromley Y policies and procedures and in line with good practice.

To ensure that all staff in the service comply with all organisational policies and procedures and the staff Code of Conduct and work in accordance with the Bromley Ys objectives, values and policies.

To identify staff training requirements and to lead, participate in and actively contribute to individual supervision, training and team meetings as required.

To ensure effective risk management at team level by identifying and assessing all risks to your systems, processes and environment and reporting such risks to the CEO and Senior Leadership Group.

To provide clinical leadership and quality control and to ensure adherence and competence to evidence-based models in the service offer.

To develop processes that actively engage and represent service user participation, organisational values, EDI principles and the voice of vulnerable marginalised groups.

Promote and capture the child's voice across functions to help inform service design.

LEADERSHIP RESPONSIBILITIES

Develop workforce knowledge and skills to promote equality and diversity and address inequalities in service delivery.

Lead and direct EDI Steering Group, ensuring accountability for EDI clinical action actions.

Work with the HR Lead in overseeing the EDI Coordinators and developing and embedding their roles in the organisation structure.

To role model inclusive behaviour and lead in an inclusive way, setting clear standards of behaviour and holding others to account.

To provide clinical leadership across Bromley Y, ensuring that a high quality service is delivered for children and young people as part of early identification and intervention for children and young people with emotional and mental health needs.

To ensure continuous performance improvement of the service reviewing contract agreed Key Performance Indicators and to promote initiative, creativity and motivation to ensure staff personal development and training needs are addressed.

In collaboration with the CEO and the Senior Leadership Group implement service developments and changes whilst ensuring that all operational implications are considered and disruption to clinical services is minimised.

To participate in the development of an effective culture and the development of collaborative and productive working relationships throughout Bromley Y.

To facilitate the development of a positive and supportive culture within Bromley Y by taking responsibility for dealing effectively with potential conflict.

To take an active interest to develop and improve on service delivery, protocols and guidelines.

To undertake clinical audits as identified by the CEO and the Senior Leadership Group.

To contribute to the development of workforce planning, ensuring that the skills mix within Bromley Y is correct and is used effectively to produce a high quality service.

To be involved in the recruitment and selection of staff, as appropriate.

To be responsible with the CEO and the Senior Leadership Group for service delivery to children and their families, of effective therapeutic approaches, being informed by the NICE guidelines to support best evidence based practices for children and their parents/carers, supporting Bromley Y in creating a psychologically safe organisation.

PRACTICE RESPONSIBILITIES

To deliver specialist evidence based therapeutic interventions with a small caseload of children and parents/carers.

To maintain their own professional qualifications and continued professional development by keeping abreast of current training and practice in such area and ensuring practice is supported by research, evidence based practice, literature and peer review.

To decide on an appropriate course of action with the professionals involved, providing advice, support and knowledge of appropriate resources for the emotional wellbeing of children and their parents/carers.

Assess and develop pathway plans of care to meet the complex needs of children and young people. This will include continuously evaluating and acting on outcomes and activity.

To lead the review and revision of the organisations Clinical Policies and Procedures ensuring they are up to date to enable the effective delivery of services and depth of impact.

To have oversight of outcomes and support staff in meeting the practice standards at Bromley Y.

To provide consultation, supervision, training and support to teams throughout Bromley Y to effectively work with emotional and mental health problems.

To work alongside others to demonstrate knowledge and skills to plan and critically evaluate the implementation of the early intervention role to meet the mental health needs of children and young people.

To ensure access to high quality supervision for staff including direct supervision for senior practitioners ensuring that all case and supervision records are in line with best practice and Bromley Y policies and procedures, reflecting best practice standards of practitioner registration affiliations and cross-organisational standards of practice as a BACP organisational member.

Facilitate dialogue with all staff regarding best practice, in order that Bromley Y facilitates the provision of leading edge evidence-based practice which promotes anti-discriminatory practice, cultural competence and equality of opportunity.

Engage and work proactively with stakeholders to ensure that Bromley Y is actively promoting improvements in access, experience and outcomes for all children and young people who are experiencing emotional wellbeing and mental health problems.

To ensure that children and their parents/carers are provided with information and education ensuring they have meaningful choices that promote dignity, independence and quality of life.

EDUCATION AND TRAINING

Ensure that all requirements for HCPC, BACP or UKCP registration are met by staff.

Identify training needs across the supervisees and develop routes for CPD in coordination with the Practice Leads.

Attend locally and nationally organised training appropriate to the work role.

To ensure knowledge and skills are continuously developed and maintained at a high level of competence.

To identify training needs through supervision and personal development plans.

To design and deliver both internal and suitable external training services and take part in their evaluation.

To participate in and develop service wide projects and training initiatives to ensure that the service is accessible to children and young people, regardless of ethnicity, gender, disability, sexual orientation, religion or belief and learning/neurodevelopmental difference.

To provide support and guidance to others with the aim of improving skills, knowledge and facilitating reflective practice.

RESEARCH AND DEVELOPMENT

To work with others to develop practice protocols and audit tools, in order to collect the relevant statistical information to underpin service evaluation and record keeping.

To implement national audit tools and review with colleagues nationally and locally.

To be key in obtaining service user views and feedback on support provided to ensure the delivery of accessible provision.

To comply with relevant professional codes of conduct.

To contribute to establishing essential networks, knowledge base of resources and maintain links with relevant community organisations.

To contribute to identifying service needs and gaps regarding children's mental health and wellbeing.

Develop skills in service evaluation and audit to ensure the overall development of the service.

To maintain awareness of up-to-date research and development pertaining to advances in child and young people's emotional wellbeing and mental health issues.

To advise, encourage and share knowledge utilising the latest research and practice development, through literature and peer reviews.

To contribute to the evaluation of all areas of service delivery, client and professional satisfaction and the impact of interventions.

Person Specification

Qualifications Essential

  • Professional postgraduate qualification or equivalent in a clinical discipline, with evidence of continuing professional development, in a field relevant to child and adolescent mental health.
  • Professional registration HCPC, BACP or UKCP.
  • EDI and SEND training.

Experience Essential

  • Over seven years experience of therapeutically working with children and families, including work with children and young people with emotional and mental health needs which includes working with children and young people with a wide range of clinical and behavioural presentations.
  • Significant experience of leading, managing, developing, influencing and inspiring staff.
  • Effectiveness in conflict resolution and management.
  • Championing the principles of equality, diversity and inclusion both within and outside of the organisation.
  • Providing effective, inclusive and compassionate leadership ensuring all voices are heard and creating and nurturing a culture where staff feel safe to speak up.
  • A collaborative management style, which recognises and values personal contributions and encourages team working/across team working.
  • Experience of undertaking assessment of emotional and mental health needs of children and young people.
  • Setting strategic direction in consultation and partnership with stakeholders.
  • Experience of working with multi-agency partners and planning best outcomes for children and young people.
  • Ability to develop both effective qualitative and quantitative methods of evaluation and to analyse, interpret and communicate clinical outcome data to stakeholders in a meaningful and objective manner.
  • Encourage the importance and effective use of ROMs across clinical practice and take a leading role in advocating the evidencing of positive impact as a service.

Knowledge and Skills Essential

  • Highly organised to identify priorities and dependencies in complex situations.
  • Working knowledge of Health, Social Services, Education and the Voluntary Sector.
  • Ability to listen empathetically to children and young people and their parents/carers to work effectively in partnership.
  • Qualities essential to practice, including, respect, genuineness, empathy, personal integrity and communication skills, to enable the therapeutic relationship and process. Ability to work in partnership with children and families.
  • Demonstrate knowledge and skills in identifying systems for supporting emotional wellbeing and mental health needs in the community and facilitating access for young people and families.
  • Knowledge of relevant national policies and guidance in relation to children's services and knowledge and skills to safeguard and protect children and young people's welfare in line with the Children Act 2004 requirements.
  • Demonstrate knowledge and skills to deliver training packages on child and young people's emotional wellbeing and mental health, including delivering psycho education children, young people and their families.
  • Knowledge and skills to offer emotional wellbeing and mental health consultation to a wide number of professionals.
  • Demonstrate skills to assess risk using already established assessment tools and if necessary, develop protocols with families and other staff / practitioners to manage risk.
  • Ability to manage a caseload.
