Job Summary

As ELMS Chief Operating Officer (COO), the post-holder will be responsible for planning, organising, and directing the overall operations of ELMS and its performance in terms of service provision. The COO will work alongside the Executive Team and will report to the Clinical Chair/Chief Executive Officer and will be accountable to ELMS Council.

Job Outline

MAIN DUTIES & OVERALL RESPONSIBILITIES:

1. Business Management

  • Be responsible for planning, organising, and directing the overall operations of ELMS and its service performance.
  • Develop and support the ongoing strategic and business plan for ELMS service delivery and business model working in conjunction with senior managers.
  • Work alongside board colleagues to determine appropriate and responsible utilisation of financial resources.
  • Ensure financial targets and service delivery targets are met across the organisation.
  • Contribute to the Society’s objectives and make a positive contribution to the provision of health services across the local health economy.
  • Keep abreast of innovation both internally and externally to inform the development of best practice and ELMS strategies.
  • Oversee ELMS services contract management working with Commissioners and system partners.
  • Provide information and professional advice to the Board and Council on corporate and managerial matters within the organisation.
  • Ensure that ELMS Board and Council are properly advised on major issues, practices, and policies affecting the organisation.
  • Identify new business opportunities, including tender and procurement opportunities.

2. Delivering a Quality Service

2.1 Service Management

  • Oversee the management of ELMS operational unscheduled care services by working with the Operations Manager.
  • Support the Operations Manager in the management of the service as required.
  • Work with senior management colleagues to ensure robust development and maintenance of quality governance systems.
  • Support the development and promote necessary policies and procedures.
  • Keep abreast of developing unscheduled care policy and best practice.
  • Collaborate on improving the quality of health care.

2.2 IM&T/Clinical Systems

  • Oversee the management of IM&T budgets, including the selection and purchasing of appropriate hardware and software.
  • Be responsible for operation of effective IM&T systems in support of ELMS business systems.
  • Help develop IM&T policies and procedures relating to business and clinical systems.
  • Liaison with system providers in service developments.

2.3 Governance

  • Support the development and maintenance of ELMS governance systems and policies.
  • Support the Responsible Officer in ensuring all requirements of CQC registration are met.
  • Maintain confidentiality at all times ensuring that ELMS Information Governance policies reflect best practice.
  • Ensure that ELMS staffing policies and practice reflect best practice and statutory requirements.

3. Performance & Systems Management

  • Oversee the performance system providing analysis of ELMS service delivery and improvement.
  • Support the provision of routine and ad hoc key performance indicators information.
  • Oversee operational policies and procedures to support effective service delivery.
  • Develop effective methods of monitoring and quality assuring performance across ELMS services.
  • Implement, review, and improve systems required to deliver overall performance.
  • Share systems knowledge and understanding within ELMS.

4. Leadership and support for others

  • Work in collaboration with the Board and ELMS Council to support key deliverables.
  • Deputise for the Chief Executive Officer in their absence.
  • Be responsible for the effective operational leadership and management of the company services.
  • Oversee the people management of the ELMS operational team.
  • Work in partnership with ELMS colleagues across different functions and levels.
  • Professionally represent the organisation internally and externally.
  • Work with the operational and clinical leadership team to develop system pathways.

5. Communication

  • Develop positive and effective working relationships with staff and stakeholders.
  • Reinforce the reputation of the company as a provider of high quality, effective clinical services.
  • Liaise with Commissioners and other healthcare providers to ensure high quality patient services.

6. Corporate Responsibility

  • Undertake corporate projects in support of ELMS service or corporate development.
  • Work as an effective and responsible team member.
  • Contribute to ELMS service development across the unscheduled care and other work streams.
  • Attend Board and Executive team meetings.
  • Provide cover as necessary in the absence of colleagues.

Qualifications

Essential

  • Masters Level qualification and/or significant senior management experience.

Desirable

  • MBA Recognised management qualification.
  • Formal project management qualification i.e. PRINCE2.

Experience

  • Evidence of business planning and performance management experience in health services.
  • Demonstrable senior management experience in health care organisations.
  • Evidence of an ability to plan, implement and adjust operational and strategic plans.
  • Experience of budget forecasting and management processes.
  • Experience of collaborative working.
  • Experience of dealing with difficult situations and/or people.
  • Experience of developing systems for performance reporting.
  • A commitment to improving patient services.
  • Experience of CPD relevant to the role.

Knowledge and Skills

  • A proactive hands-on approach to team working and operations.
  • Attention to detail and ability to work accurately.
  • Ability to cope under pressure and balance competing priorities.
  • Knowledge of NHS organisations and structures.
  • Ability to prepare high quality written reports and presentations.
  • Strong track record of multiprofessional working.
  • Ability to communicate effectively and credibly with colleagues.

Job Type: Full-time

Pay: £75,000.00 per year
