About the Role

WLGA wants to appoint a Chief Digital Officer (CDO) with the skills, knowledge and experience to help shape and drive local government’s digital agenda, providing strategic leadership and managing the WLGA’s digital team. They will need a good understanding of the challenges and opportunities facing councils/public services and to have / develop effective networks and relations with digital leaders within Wales’s councils and wider public services (including chief digital officers in Welsh Government, NHS, Centre for Digital Public Services and other bodies).

We are looking for an exceptional, highly motivated candidate with the drive and determination to champion and support digital transformation across 22 complex and diverse organisations that operate in a political environment. You will engage regularly with, and provide advice to, the WLGA’s Spokespersons and Senior Management Team and will report to a Board that oversees work and monitors progress.

The successful candidate will need to:

  • Command respect as a digitally experienced, credible, collaborative and influential leader committed to continuous digital improvement.
  • Have extensive experience as a senior manager in a multi-disciplinary organisation with a proven track record in developing, leading and delivering successful strategies, programmes and projects.
  • Ensure local government has strong and effective representation on digital matters and in national and regional level discussions.
  • Have the knowledge and skills required to manage a range of stakeholders with differing views, whilst also ensuring a focus on taking forward innovative technology and data-led approaches to service delivery and public engagement.
  • Work with senior policy colleagues across the WLGA and Data Cymru to achieve an integrated approach to public service improvement and transformation in councils, placing citizens and public service users at the heart of service design.
  • Support the development of digital talent, working with CDPS and other partners in building digital capabilities across local government and the wider public sector.
  • Have strong written and oral communication skills, including the ability to convey complex technical concepts to a non-technical audience.
  • Be committed to providing a bilingual service and promotion of the Welsh language, ensuring Welsh language considerations are integrated into all plans and strategies.
