Chief Clinical Information Officer (CCIO)

Bromley Healthcare are seeking a Chief Clinical Information Officer (CCIO) [7.5 hr/week] to support improving the effectiveness of services for our patients through the adoption and use of data (including AI), digital, and technology.

This is a 7.5 hr/week position, and the role of Chief Clinical Information Officer (CCIO) will be to support improving the effectiveness of services for patients through the adoption and use of data (including AI), digital and technology by:

  1. Promoting & championing electronic & digital clinical tools and system development.
  2. Advising the organisation and being accountable for the impact of digital enabled clinical initiatives on service delivery, with a focus on clinical quality and patient safety.
  3. Being a change agent working with clinical leadership teams in the identification, development, planning, implementation, and value measurement of Digital strategies to support improved quality patient care and professional practice.
  4. Contributing clinical insight to the Digital strategy & digital change delivery to optimise opportunities for technology to enhance clinical practice, clinical quality, and patient safety, in support of BHC organizational strategy and goals.

The role of BHC Clinical Safety Officer (CSO) may require a greater weekly time commitment on occasions (e.g. to complete a training course).

Main duties of the job include:

Job description Job responsibilities:

  1. Digital Strategy, culture & roadmap
  • Champion the use of Digital as an enabler of change and quality improvement.
  • Promote innovation and support the development of an information culture amongst clinicians and their wider operational teams.
  • Advocate for digital empowerment of both staff and the local population.
  • Advise on options for the organisation to maximise the use of digital medicine, AI, Robotics and other technology and data use to provide high quality, safe and effective care for service users.
  • Advocate for the digitisation of clinical pathways and at the same time ensure a deep understanding of associated risk and oversee the judgements necessary in evaluating the two side-by-side.
  • Champion the use of London or national digital tools including the One London health record and the Urgent Care Plan.
  • Contribute to Digital strategy development including ensuring link to Clinical and Quality Strategy.
  • Keep abreast of clinical and technological developments as part of professional/career development attending relevant training and industry conferences.
  • Digital Change clinical input, oversight and advocacy
    • Fulfilling the role of BHC Clinical Safety Officer (CSO), responsible for ensuring the safety of Digital solutions in accordance DCB0160 and other appropriate NHS standards.
    • Use clinical expertise to support Digital projects be more efficient and more likely to improve outcomes for patients.
    • To liaise with the Chief Medical Officer to ensure there is clinical oversight of the work the CCIO is undertaking.
    • Provide clinical advice and guidance, working collaboratively with clinical leaders and key stakeholders to ensure the consistent and successful use of Digital systems, for example electronic patient record management system.
    • Evaluate overall clinical benefit of digital change balancing multiple and sometimes competing interests and viewpoints.
    • Act as a bridge between the technology and clinical teams understanding the language of each group and translating it for non-native speakers.
    • Be an advocate for technology among clinicians and an advocate for clinicians among the technology teams.
    • Provide clinical input to the development of digital change business cases.
    • Investigate and recommend on digital solutions to ensure and improve patient safety, efficiencies and savings, including advising on relevant app development.

    Person Specification

    Qualifications

    • Essential:
      • Ongoing professional development to post graduate level.
      • Fully qualified clinician with substantial clinical experience.
      • Registered healthcare professional (Nurse or AHP) or Dr/Dentist registered with the GMC.
    • Desirable:
      • Management qualification.
      • Prince 2 or similar project management qualification.

    Professional Registration

    • Essential:
      • Appropriate clinical professional body (e.g. GMC for doctors).

    Training

    • Essential:
      • Evidence of continuing professional training.
      • Digital Clinical Safety trained to Practitioner level or willingness to undertake this training once in post.
    • Desirable:
      • Immersive Labs Cyber Fundamentals Badge or equivalent cyber training qualification.

    Specific Skills

    • Essential:
      • Understanding of the potential for technology to add value to clinical care.
      • Articulate in presenting new or technically complex ideas to a range of stakeholders in their own language.
      • Knowledge of NHS strategy, policy and guidance.
      • Ability to analyse and interpret in depth health information and to ensure the effectiveness of change initiatives.
    • Desirable:
      • Good understanding of the current social and political environment and of Clinical and Corporate Governance issues.
      • Ability to interpret national guidance for the health economy.

    Experience

    • Essential:
      • Experience in the designation, specification and design of clinical systems.
      • Experience in communicating highly complex, sensitive or contentious information about performance and change to large groups.
      • Experience in using data and technology to improve patient outcomes.
    • Desirable:
      • Evidence of providing comprehensive briefings to senior management colleagues.

    Information Technology

    • Essential:
      • Ability to use, analyse and interpret complex data and to construct correspondence and reports.
