Great British Nuclear (GBN) is a new government arms’ length body supporting the delivery of Britain’s energy security and net zero, making sure that we can power Britain from Britain sustainably. It has been set up to turn nuclear ambition into reality.

GBN’s first step was to start the technology selection process for Small Modular Reactors (SMRs). SMRs have the potential to be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, use factory-based modular manufacturing, and have more flexible deployment options.

Job Profile:

GBN is planning to establish two Development Companies (DevCo) that will each deliver a SMR Project worth in excess of £10Bn and work with a Technology Partner to deliver a First Of A Kind complex new nuclear power plant (NPP). Each DevCo will in time transition to being the OpCo and Site Licence Company for the NPP.

Until the DevCos are established (approximately early 2027), the capability to manage and deliver SMR projects will be developed and delivered within GBN as Integrated Project Teams (IPT).

The Change Lead will play a key role in driving and managing transformational change across the IPT organisation. Reporting into the People and Organisation Lead, the Change Lead is responsible for leading change management and culture change initiatives, aligning them with SMR project delivery requirements, and ensuring they are executed effectively across the IPT. The Change Lead will work closely with senior leadership, project teams, and stakeholders to ensure change and culture initiatives are implemented smoothly and deliver desired outcomes.

You will play a key role in the stand up of capability within the SMR Project. Establishing a First of a Kind (FOAK) SMR Project is new to the UK, and whilst this is a fast-paced and exciting challenge, you will need to be comfortable with uncertainty, ambiguity and change.

Responsibilities:

  • Define, develop and implement a change management framework and associated processes, tools and templates, informed by best practice, to ensure the IPT has a robust and consistent approach to change management.
  • Lead the planning, development and execution of people and organisation initiatives to support the development of IPT capability as defined by IPT capability owners, ensuring capability readiness criteria are met to align with SMR project delivery requirements.
  • Work with IPT senior leadership to define the vision and scope of change and culture initiatives, and to identify areas of likely resistance and mitigation strategies, providing guidance on how to achieve desired outcomes.
  • Lead the planning and induction of new resources into the IPT from change and culture perspective, both for new hires and the onboarding of supply chain partner resources, ensuring knowledge transfer and the alignment of required behaviours and ways of working.
  • Collaborate with the GBN HR team on the development of a GBN culture development programme that takes account of the required behaviours and ways of working in the IPT/DevCo and associated supply chain partners.
  • Lead engagement with internal stakeholders, ensuring they are informed, aligned, and prepared for upcoming change and culture initiatives.
  • Design and deliver targeted communication plans, including email updates, presentations, and digital resources, to build awareness and support for change and culture efforts.
  • Act as a trusted advisor, fostering stakeholder buy-in and collaboration across the IPT.
  • Define and develop adoption strategies and training programmes to support the effective use of new technologies, processes and tools as they are developed across the IPT.
  • Conduct regular assessments to gauge the effectiveness and impact of change and culture initiatives on IPT capability development.
  • Provide regular updates to leadership on the progress of change management and culture efforts, including successes, challenges, and recommended adjustments.
  • Establish feedback loops with end-users and stakeholders to capture insights and identify opportunities for ongoing improvement in IPT ways of working.
  • Foster a positive and inclusive team environment that aligns with cultural values.

Knowledge, Skills and Experience required:

  • Proven experience in change management and culture development, preferably within a government or highly regulated industry.
  • In-depth knowledge of change management and culture frameworks, models, and best practices.
  • Strong organisational and time-management skills, with experience coordinating multiple change initiatives simultaneously.
  • Ability to assess complex issues, identify solutions, and make data-informed recommendations for change adoption.
  • Excellent communication skills, with the ability to effectively interact and explain complex processes with technical and non-technical stakeholders.
  • Ability to identify potential barriers to change and implement strategies to overcome resistance.
  • Ability to foster a collaborative and supportive environment, whilst developing team members’ skills and capabilities.
  • Ability to work in a collaborative, multi-party environment at pace.
  • Familiarity with risk management frameworks and methodologies for identifying, assessing, and mitigating project risks.

Qualifications:

  • Demonstrable professional experience in change and culture programmes
  • Degree in a related field
