Position Title: Abrazar Inc. CalWORKs Home Visiting Program Director
Classification: Full-time, Non-exempt (Grant-funded) through September 2025

Position Summary:
Abrazar Inc, in collaboration with other OC agencies under First 5 OC, are expanding the reach of home visiting in Orange County to underserved populations in order to improve maternal, paternal and child health outcomes. This will be accomplished utilizing either the Parents as Teachers model or a combination of the Healthy Families America Model (HFA) with the Parents as Teachers (PAT) Curriculum. Each model is used to guide the Home Visitor in partnering with parents to provide them with guidance and coaching in the home of the participant and includes services such as pre- and post-natal care assessment, developmental screenings, mental health screenings, and educating the parents about their child’s development. Along with the education provided to families, the Home Visitor also supports the family in connecting with resources within the community to meet family’s basic needs.
The Program Director is responsible for the day-to-day, hands-on management of the site, and is involved in planning, budgeting, staffing, training, quality assurance, and evaluation. This individual is also responsible for ongoing collaboration with community/state partners, public relations, and maintaining positive working relationships with early childhood partners and providers. The Program Director also acts as a liaison with other agencies and monitors contracts as well as ongoing program development. The Program Director is the team leader, conducting team meetings, and provides daily support and crisis management. The team of home visitors at Abrazar includes 5 PAT Parent Educators and 2 HFA Family Support Specialists.
Position Responsibilities:
- Reflective Supervision: The Program Director provides weekly and ongoing supervision to the Program Manager and PAT Home Visitors. In doing so, the Program Director protects the integrity of the program and demonstrates respect for the parallel process by supporting, guiding, and building on the strengths of staff so that they may best support, guide, and build on the strengths of the families served. The Program Director helps staff maintain perspective, evaluate their own performance, increase personal and professional development, learn and practice new strategies to effectively work with families, and develop reflective capacity, and ultimately enhance the quality of services families receive. Additionally, regular supervision promotes both staff and site accountability and reduces staff burnout and turnover by providing support. Supervisors allocate a time for each staff person to receive the frequency and duration of supervision required based upon their model requirements. The HFA model requires monthly reflective supervision meetings with the Program Manager, while the PAT model requires 2 hours monthly for home visitors.
- Networking & Outreach: This may include attending community events into the evenings or on the weekend, to engage in community outreach at resource fairs, networking with other agencies, attending collaborative meetings, etc. to continue to maintain staff caseloads at capacity. Will also co-lead the Community Advisory Board with partner affiliates. For HFA, a full caseload ranges from 12-15 families while a PAT full caseload consists of 18 families.
- Continuous Data & Program Quality Review: The team utilizes the Teams platform for sharing of program related documents; this will need to be maintained and kept up to date as information is added or there are necessary changes. The team utilizes Outlook and this is where meetings are put into for the Director and Staff to share about upcoming trainings, meetings, outreach, and home visits. Utilizing Outlook as a method of inputting reminders for staff is integral in keeping them on track to meet deadlines. The data system utilized for documentation of home visits and required documentation for family files is completed in the Visit Tracker database. For initial referrals of families, First5 OC has provided us with the Bridges Connect database which also connects us to local hospitals for direct referrals. Lastly, monitoring of the OC Children’s Registry for inputting assessments completed with families will also be required. Monthly reports are uploaded to the designated First5 High5 system as well as via e-mail to required SSA staff.
- Schedule: The standard schedule is M-F 8AM-4:30PM (full time in office). This schedule may need to be adjusted to accommodate later evening events or Saturday events. The Federal Administration now requires all Federal Employees to return to the office as well as just recently, Governor Newsome also made an Executive Order to comply with the Federal Executive Order. This program is funded through OC SSA, making it a Federally Funded Program, so remote work will not be an option.
Travel: A reliable vehicle will be required as you do have to travel from the office to outreach and networking meetings along with visit observations for staff. These occur bi-yearly for all staff but occasionally they may ask you to accompany them for additional support with a family. Mileage reimbursement is provided.
Minimum Qualifications:
- Master’s degree in public health or human services administration or fields related to working with children and families, or bachelor’s degree in these fields with 3 years of relevant experience, or less than a Bachelor’s degree but with commensurate HFA experience.
- Minimum of five years’ experience working with families, children, and/or community outreach.
- A solid understanding of and experience in managing diverse staff with humility.
- Administrative experience in human services or related field, including experience in quality assurance and continuous quality improvement.
- A commitment to reflective practice and supervision, data collection, and continuous quality improvement.
- Excellent oral and written communication skills. Good presentation skills.
- Self-motivated, goal-oriented, with proven results – ability to get the job done.
- Able to work in an unstructured environment and adapt quickly to change.
- Ability to assist individuals in a culturally sensitive manner utilizing trauma-informed and harm-reduction approaches.
- Experience and ability to communicate and work effectively with a wide range of institutions—including local government, financial institutions, local businesses, community-based organizations, and community groups.
Required:
- Must be bilingual speaking in Spanish and English. You will be tested.
- Strong organizational, verbal, written, and interpersonal communication skills.
- Ability to prioritize duties in a fast-paced environment.
- Knowledge of infant and child development and parent-child attachment.
- Must have a valid driver’s license, insurance, clean driving record, and reliable vehicle for transportation.
- Regardless of qualifications, candidates must:
- Have employment eligibility verification.
- Have or be able and willing to obtain CPR/First Aid training.
- Successfully complete the following as a condition of hire:
- Tuberculosis Test.
- Background Screening.
- Drug Test.
