Job Description

We are looking for a Business Planning and Strategy Manager to join our Clerk of the Parliaments Office at the House of Lords. This is an exciting position where you will be the subject-matter expert for the business planning process within the House of Lords Administration and will develop strong relationships with functional teams and key stakeholders to enable our objectives to be delivered collaboratively and cohesively. This is a varied role where you will lead on and deliver the annual corporate and office business planning processes, support in the production of the annual report, as well as embedding the refreshed 2025-2030 corporate strategy. This is a hybrid opportunity where you will be able to work from home for up to 2 days per week, dependent on business needs. This is a fantastic opportunity for someone with relevant experience of business planning processes, strategy development and reporting – and who enjoys working with, advising and representing a wide range of stakeholders.

You’ll be accountable for:
  1. Overseeing and implementing the annual business planning process including developing business planning instructions, providing guidance and advice to heads of offices and other colleagues, and issuing instructions to offices.
  2. Working with the Finance department to ensure that the process clearly links to and supports the financial planning cycle and supporting the finance led challenge meetings on the MTFP and corporate priorities.
  3. Managing and developing the approach to office business plan challenge meetings.
  4. Collaborating with colleagues in the House of Commons to ensure processes are suitably aligned.
  5. Working with bicameral services to ensure they are able to be involved appropriately.

What we’re looking for:
  1. Relevant experience of Business Planning processes, and strategy development and reporting.
  2. Personal effectiveness including a high degree of initiative and organisational skills, with the ability to deal effectively with conflicting demands, operate under pressure, and deliver results in challenging environments.
  3. Building stakeholder relationships including a track record of developing effective working relationships and working collaboratively with a range of stakeholders at different grades and positions.
  4. Strong written communication skills, including the ability to draft documents requiring little or no correction, and the ability to propose edits to the work of others in a constructive and collaborative way as well as strong oral communication skills, with the ability to persuade and influence.
  5. Professionalism with the ability to exercise tact and discretion and exercise sound judgement in a political environment.

It would be even better if you had:

  1. Relevant corporate governance qualifications.
  2. Experience of working in the public/parliamentary sector.
