Business Performance & Insights Analyst – Senior Associate (6 months FTC)

Division – Finance & Corporate Services, Operations
Department – Portfolio Management Unit

About the FCA

We are recruiting for a Senior Associate with a strong business operational and performance analysis/improvement background to join the Organisational Performance and Insights (OP&I) team within the Finance & Corporate Services Division (F&CS) at the Financial Conduct Authority (FCA).

OP&I is responsible for developing and implementing our organisational performance reporting, measurement and evaluation, focused on executive and Board-level reporting. This reporting is critical for measuring progress in delivering the organisation’s strategy, monitoring outcomes in markets, as well as driving organisational efficiency and effectiveness.

OP&I works closely with Directorates and MI owners to bring together the knowledge of operational and performance data from across the organisation.

What will you be doing?

The role will focus on performance reporting for the Departments within the Finance & Corporate Services Division covering:

  • Compliance with FCA Operational Policies owned by Heads of Department (HoDs) and the Director of F&CS;
  • Design and operational effectiveness of the F&CS Division’s control environment;
  • The efficiency and effectiveness of teams/functions within the F&CS Division;
  • The delivery of performance reporting from the Division as an integral part of the overall FCA’s performance reporting at Executive and Board level.

The successful candidate will work with senior stakeholders and decision-makers in the F&CS Division and specialist data and reporting analysts from within the OP&I Team to transform the way in which the Division’s performance is monitored, evidence-based operational improvement decisions are made, and their associated outcomes evaluated.

Specific responsibilities include leading on:

  • Documenting the F&CS Division’s existing performance reporting as a baseline for driving improvements.
  • Documenting existing compliance reporting across the FCA Operating Policies owned by the F&CS Division, identifying gaps, overlaps and reporting inefficiencies, and establishing a clear plan to address them. This work should include a forward-look at possible future changes to policies and how reporting can be extended or adapted.
  • Working with key stakeholders in the F&CS Division to establish reporting on the design and operational effectiveness of the Division’s operational controls and delivery of actions to address any issues identified. This will include working with colleagues in Risk and Compliance Oversight to leverage reporting from the FCA’s new Risk Management System as it is rolled out. This work is likely to include advising the Senior Leadership Team in F&CS on improvements to how controls are recorded and evaluated in the new system to drive a common approach.
  • Working with HoDs to establish KPI’s for their teams/functions, including defining where supporting data will be sourced and inputting to the design of performance dashboards. This work will include advising on best practice and challenging HoDs, for example on aligning KPIs to the Division’s and FCA strategy and what is achievable given any data/system limitations.
  • Reviewing the performance reporting generated by the F&CS Division and reported to local SLTs, ExCo and the Board, and making recommendations to drive clarity, simplicity, coherence and fitness for purpose.

Minimum

  • Experience of working with senior stakeholders to establish and challenge business requirements, ideally related to efficient and effective performance reporting.
  • An ability to work collaboratively as part of a team, valuing different perspectives and backgrounds, leveraging multidisciplinary skills and being a self-starter where needed.
  • Evidence of strong business analytical skills, with the ability to present issues and options in a logical and simple way.

Essential

  • Data analytical skills, for example gained from experience in combining data from multiple sources and transforming data for analytical/reporting purposes.
  • Experience translating business requirements into specifications for performance reports/dashboards.
  • Familiarity with the FCA's operational policies and related frameworks.
