Job summary

Are you a dedicated person who is passionate about making a difference? RAF Halton has an exciting opportunity to recruit a Business Manager at Station Headquarters.

The primary role of RAF Halton is to train military and civilian personnel to perform to the highest standard for military operations. In particular, this sees the Station deliver the Basic Recruit Training Course which has a throughput of approximately 2300 personnel graduating from the Phase 1 course annually, as well as the delivery of command, leadership and management training for all non-commissioned Service Personnel as part of their Phase 3 development.

RAF Halton is home to 21 Supported Units across a range of specialities from air activity to defence media operations. The Station also supports 16 RAF Sports Associations as their nominated ‘home’, Wider Defence Tasks, Air Cadet Activity and Senior Leadership Team events.

The Business Manager role is fundamental to Station output and offers the successful candidate an exciting opportunity to work in a fast paced, agile environment where you will need to have a flexible approach to enable rapid delivery to respond to priorities as they emerge.

As part of the Better Defence Estate Strategy, it was announced that RAF Halton would be closing in 2027. The scope and potential relocation of posts is still to be identified.

Probation will normally last for six months. However, in certain roles, where specific training or qualifications are required, probation may last up to 12 months. The probation period may be suspended if the employee is absent from work, preventing an assessment of their suitability for the role.

This position is advertised at 37 hours per week.

Job description

The role leads the Business Management Team and oversees delivery of an efficient business support service for the Station.

The duties and responsibilities of the role may include, but are not limited to:

  • Brief and advise Station Commander (Stn Cdr) on Governance and Assurance (G&A) policy, propriety and regularity, and inform of any issues requiring attention. Ensure policies and processes are in place across station/unit.
  • Input into annual Station business plan and analyse the plan and data to identify risks for Stn Cdr and offer proposals to mitigate and control those risks. Monitor business plan and ensure business cases are raised as required for new proposals.
  • Carry out requirement scrutiny on all plans and proposals and advise Stn Cdr accordingly. G&A of business cases ensuring all appropriate points & issues have been addressed.
  • Manage funding process, such as LiG, wider markets income and keep account of expenditure against these sources of funding. Ensure audit trail is maintained through use of LiG application etc.
  • Manage the Civil Service In Year Reward and Thank You Scheme on Stn and keep track of allocations that have been made throughout the financial year.
  • Liaise with subject matter experts to produce accurate quantity and timing data to support business plan, future planning and any expenditure proposals.
  • Line management of personnel dedicated to Business Management.

Person specification

This role requires experience in a high-paced environment where decisions and tasks need to be handled quickly and effectively. An ability to network & gain a quick rapport with colleagues and build effective working relationships with a wide variety of partners is a must.

The individual must understand and comply with current policies and guidelines and be able to advise and communicate effectively.

Desirable Experience:

  • Knowledge and experience of Finance, including the Annual Budgetary Cycle (ABC) process & in-year management forecasting.
  • Experience of Government Department Financial and Commercial approval processes.
  • Understanding and experience using CP&F.
