We are seeking an experienced Business Analyst to support the finalisation of a Target Operating Model for a major humanitarian and conflict response programme.
This role will be pivotal in translating the operating model into clear requirements for a commercial contract. The programme delivers critical capabilities for responding to humanitarian crises and conflict across the globe.

Key Responsibilities

1. Review and challenge existing work on the Target Operating Model to refine and improve the approach.
2. Engage with stakeholders to gather, validate, and manage user needs through interviews, workshops, and document analysis.
3. Define and finalise As-Is and To-Be business process models, ensuring sign-off and alignment with programme goals.
4. Translate business needs into contract requirements, working closely with commercial specialists.
5. Support programme benefits identification and monitoring, ensuring measurable impact and effectiveness.
6. Decision-making regarding policy, strategy, and technical humanitarian/conflict response approaches will remain with government officials. This role will provide critical functional expertise and analytical outputs to inform those decisions.
