About the team you’ll be part of

The Strategy and Policy team plays a pivotal role in setting Ofcom’s strategic direction and ensuring it has a clear pathway to deliver against its key priorities. We are also at the forefront of providing the organisation with the strategic insight and analysis needed to anticipate future challenges and opportunities that exist within this rapidly evolving space.

Our work takes a broad range of forms, but key responsibilities include:

  • Thought leadership on emerging policy issues – working collaboratively with other teams to decide Ofcom’s position on new or cross-cutting consumer, public policy and competition issues.
  • Horizon scanning and market/strategic insight – understanding how the communications sector may develop in future to inform our wider policy programme.
  • Delivering Ofcom’s strategic priorities – leading major projects that set the future direction of regulation in the sector.
  • Ofcom’s corporate strategy – working with senior management and the Board to set Ofcom’s strategy, define its priorities and assess their delivery.

The purpose and scope of the role

We are recruiting a highly skilled and knowledgeable broadcasting and media consultant with commercial experience of business strategy decisions around TV distribution to join our team. TV distribution is changing rapidly, and it’s important for audiences that we have an understanding of the latest commercial landscape for content distribution in the face of industry change. The ideal candidate will have experience working in or with the broadcasting sector with in-depth knowledge of the terrestrial and satellite markets. They will be responsible for analysing and advising on shifts in the market and the risks and opportunities that broadcasters are facing over the next decade. This role involves delivering high quality strategic analysis and leading engagement with external stakeholders. You will be expected to have a high degree of expertise and experience in strategic thinking and market analysis.

Your Key Responsibilities

Strategic analysis and thought leadership:

  • Lead the analysis of commercial forces in the broadcasting market, risks and opportunities impacting commercial sustainability, business models and technological innovation over the next 5 years.
  • Apply robust analytical approaches, looking at the impact on audiences and consumers of different policies and commercial strategies.
  • Contribute proactively to debates about strategic and policy issues, providing thought leadership within the Strategy & Policy team, particularly where it comes to work on the future of TV distribution.

Project management and delivery:

  • Manage a strategic workstream, under the guidance of more senior colleagues, including taking ownership of key day to day responsibilities (e.g. timelines, internal and external stakeholders engagement).
  • Take an active role in leading and maintaining dialogue with external stakeholders.
  • Exercise good judgement in proactively managing and mitigating risks.
  • Independently lead the delivery of a high-quality and detailed analysis for internal consumption and presenting the results to internal stakeholders.

You should have a demonstrable ability to…

  • Lead, with minimal supervision, strategic analysis of the commercial forces at play in TV distribution.
  • Demonstrate knowledge and understanding of the UK broadcasting market, covering both terrestrial and satellite TV delivery, and show an interest in Ofcom’s mission to make communications work for everyone.
  • Develop and deliver your own workplan, including decision-making, prioritisation, taking ownership of progress against deadlines, and production of deliverables.
  • Build, lead, and maintain working relationships with internal and external stakeholders.
  • Apply analytical skills, including conducting research and analysis into complex issues to solve problems and find solutions.
  • Utilise interpersonal and communication skills, including confidently presenting complex ideas to different audiences, including external stakeholders.
  • Draft clear, concise documents for internal use or external publication.
