Main duties of the job

We now have an exciting opportunity for an aspirational and committed leader to join our Adult Integrated Commissioning Division with experience in planning, developing and commissioning services, and a knowledge of data management and analysis and budget management. The post holder will support the Service Development and Urgent and Emergency Care (UEC) Assistant Director in delivery of the Better Care Fund plans and reports and data analysis for UEC workstreams, to ensure that the deliverables are well informed, planned and managed effectively. The role will also involve managing procurements for services which are funded by Better Care Fund and other funding streams. The Better Care Fund is a pooled budget of over £50m held between the ICB and the local Council. The post will also lead on other service areas as directed, working collaboratively with partners. The role will provide data analysis and data presentational work for the wider team and the applicant will evidence experience of using PowerBI, Tableau or other data visualisation tools and a knowledge of SQL. The successful candidate will ensure the application of a clear strategic focus on the reduction of inequalities relating to access, experience and outcomes for our local population. This is a one-year fixed term post and offers a secondment opportunity for someone with the right skills wishing to progress in a commissioning environment.

Person Specification

Education /Qualifications

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area;
  • Evidence of continued professional development

Experience and Knowledge

  • Demonstrated experience of co-ordinating projects in complex and challenging environments;
  • Significant experience of successfully operating in a politically sensitive environment;
  • Experience of managing risks and reporting;
  • Experience of drafting briefing papers and correspondence for a senior audience;
  • Experience of monitoring budgets and business planning processes;
  • Demonstrated experience in a Healthcare and/or social care environment;
  • Experience of setting up and implementing internal processes and procedures;
  • Experience of using Power BI, Tableau or other data visualisation tools, and SQL or similar tools

Skills and Abilities

  • Ability to analyse very complex issues where material is conflicting and drawn from multiple sources;
  • Numerate and able to understand complex financial issues combined with deep analytical skills including data analysis;
  • Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement;
  • Comprehensive knowledge of project principles, techniques and tools, such as Prince 2;
  • Ability to prepare and produce concise communications for dissemination to a broad range of stakeholders as required;
  • Ability to provide and receive complex, sensitive and contentious information and present complex and sensitive information to large groups and senior stakeholders;
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly;
  • Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals;
  • Experience of managing a team, including direct line management

  • Manages a variety of situations including complex and emotional situations involving challenging staff delivering the news when deadlines or objectives on project are not met, and when projects are changed
