Job description

We are looking for a highly motivated and experienced person with a positive outlook, to fill the position of Fire Safety Advisor on a permanent basis.

Good interpersonal and communication skills are essential, as are solid IT skills.

As part of a small, dedicated Fire Safety team, you will have the ability to manage your own work schedule, while responding to ad-hoc requests, at times within tight time limits.

Acting as the Trust's Fire Safety lead, you will assist the Fire/Health and Safety Manager with all projects and day-to-day operational matters and providing advice, guidance, support, and assistance on matters relating to fire safety management.

Working closely with the Estates and Capital Project teams, Health & Safety Department, and other departmental managers to ensure the provision of a fire-safe environment for patients/staff/visitors and to facilitate sustained/improved patient care and wellbeing in relation to fire safety.

Main duties of the job

The main duties include (but are not limited to):

  1. Undertaking, recording and reporting fire risk assessments.
  2. Providing expert advice on fire legislation.
  3. Providing expert technical advice on the application and interpretation of fire safety guidance, including DH's Firecode.
  4. Assisting with the review of the content of the trust's fire safety policy.
  5. Assisting with the development and delivery of a suitable and sufficient training programme for staff.
  6. The assessment of fire risks within premises owned, occupied or under the control of the trust.
  7. The preparation of fire prevention and emergency action plans.
  8. The investigation of all fire-related incidents and fire alarm actuations.
  9. Liaison with the enforcing authorities on technical issues.
  10. Liaison with managers and staff on fire safety issues.
  11. Liaison with the Authorising Engineer (Fire).

Job responsibilities

Assist with both short, and long-term fire management planning, procurement strategies for the Trust that are ongoing and related to the 1 and 5-year strategic development plans. Manage and implement regular fire safety audits on an annual basis and risk assessments for all departments in accordance with the RRO. Develop the fire risk assessment review and ensure that the user departments have an Evacuation policy in place. Undertake work and alternative duties as reasonably directed at variable locations in the event of and for the duration of a significant internal incident, major incident or pandemic. Review and approve all fire-related capital projects work in liaison with the Authorising Engineer for Fires. Ongoing liaison with Hertfordshire Fire and Rescue Service to support all fire safety arrangements across the Trust. Undertake any other duties commensurate with the level of the post as may be required by the Trust Management Team. Advise external partners, NHS Trusts and agencies on all Trust fire safety related operational requirements.

Person Specification

Education and qualifications

Essential
  • NEBOSH Certificate in Fire Safety
  • Membership of an external fire-related association e.g. Institution of Fire Engineers (IFE) - Institute of Fire Service Managers (IFSM) or Institute of Fire Protection Officers (IFPO).
  • Good written/spoken English


Desirable
  • Fire Service background with evidence of experience at a senior level related to Fire Safety/Fire Protection
  • Accredited fire risk assessor qualification
  • Member of National Association of Healthcare Fire Officers


Knowledge

Essential
  • Working knowledge of the Regulatory Reform (Fire Safety) Order 2005.
  • Working knowledge of: - Fire safety in the workplace. - Fire risk assessments and audits. - Fire alarm and fire safety systems.
  • Knowledge of equalities issues and strong commitment to the promotion of equality in employment.


Desirable
  • Working knowledge of NHS HTM 05 Fire Code suite of documents.
  • Working knowledge of: - Fire safety in NHS premises - Fire risk assessments and audits in NHS premises


Experience

Essential
  • Experience of working in a fire safety or fire engineering environment.
  • Fire Management experience within a large service organisation or Fire Authority
  • Experience of working with both internal and external customers at all levels of an organisation.
  • Experience of effectively applying specialist legislation, regulation, policies, practices and procedures which relate to fire safety.
  • In-depth working knowledge of using, installing and interrogating fire safety systems.
  • Experience of delivering/facilitating training programmes.
  • Able to work outside normal working hours.
  • Trained and competent in fire safety design.


Desirable
  • Experience of preparation and delivery of fire safety instruction and training
  • Experience of working in an NHS environment
