Associate Non-Executive Director – Clinical Northumbria Healthcare NHS Foundation Trust

Would you like to support the delivery of the best possible health and well-being outcomes for the people of Northumberland and North Tyneside, and do you have clinical as well as strategic skills and experience which could add value to the Board?

  • Location: North Tyneside General Hospital and Trust-wide locations

We have been twice rated ‘outstanding’ by the Care Quality Commission and rated ‘joint best place to work’ by our staff. We manage three major locality hospitals at North Tyneside, Wansbeck and Hexham, plus a number of smaller community hospitals and clinics from Tynemouth to Berwick on Tweed – covering one of the largest geographical areas of any NHS Trust in the country. To complement the existing skills mix of our Board, the Trust is now looking to appoint an Associate Non-Executive Director – Clinical with expertise in quality, safety, and assurance gained in a health or social care setting.

There is the opportunity for the successful candidate to go on to become a Non-Executive Director on the Trust Board and Chair the Trust’s Safety, Quality & Improvement Committee.

About the role.

As an Associate Non-Executive Director – Clinical, you will play an important role in monitoring the strategy, performance, risk, people management, and local accountability of the Trust. You will share responsibility with other Board Directors for the success of our organisation and the duties of the Board, providing an informed independent and objective challenge to the work of the Executive within an overall framework of guidance, trust, and mutual respect. Associate Non-Executive Directors cannot participate in any formal vote at Board but will be part of a Unitary Board, have full exposure to all Board level discussions and decisions and also sit on Board Sub-Committees.

The key responsibilities undertaken by the Associate Non-Executive are:

  • To participate in the work of the Board of Directors and work corporately with all Directors of the Trust.
  • To attend key Board committee(s) as deemed appropriate by the Chairman and the rest of the Board.
  • To contribute to the development of the Trust’s strategy.
  • To exercise appropriate oversight over the execution of the Trust’s agreed strategy.
  • To constructively challenge the performance of the Trust, with a specific focus on equality.
  • To ensure the Trust is managed in the best interests of the public and is accountable to its membership via the Council of Governors.
  • To ensure the Trust complies with the key legal and regulatory requirements, including but not limited to NHS Provider license, NHS Foundation Trust Code of Governance, Health & Social Care Act 2012, NHS Constitution, Equality Act 2010.
  • To ensure the Trust’s framework of patient and staff risk management is robustly enacted and constructed.
  • To participate in the appointment and succession planning of the Chief Executive and other senior management at the Trust.
  • To participate in Board training, development, and evaluation on both an individual and a collective basis.
  • To work with the Trust’s Senior Independent Director on the annual performance evaluation of the Chairman.
  • To engage regularly with the Council of Governors.
  • To support the Trust’s collaboration and integration with other organisations both within and outside the NHS.
  • To uphold the values of the Trust and the NHS.

Who we are looking for.

The successful candidate will have proven experience at Board or senior management level, with a strong track record of leadership in large and complex organisations. As well as possessing a sound knowledge of good corporate and clinical governance, you will have strong commercial acumen and experience in leading organisational change and growth. More broadly, the successful candidate should have an understanding of strategic planning, risk, and performance management and be accustomed to holding a high level of accountability with an ability to look beyond organisational and/or geographical boundaries. You will have a genuine interest in healthcare and the ability to assimilate NHS values and exercise your commitment to public service values and the needs of our local communities. As a leader, you should be highly approachable, compassionate, and inclusive, with an ability to build effective and lasting relationships with internal and external stakeholders.

This is an exciting, rewarding, and complex role with the opportunity to make a real difference as we focus on our vision to be the best provider in the country for integrated and specialist care. We want our Board to reflect the diversity of the population we serve and warmly welcome applications from members of our vibrant and diverse communities.

Time commitments and terms of office.

An Associate Non-Executive Director is paid £13,000 per annum for a commitment of 4 days per month.

This will include regular meetings of the Board, committees, and external relationships; regular contact with the Chair; and more flexible arrangements for ad-hoc events, reading and preparation. Therefore, a degree of flexibility will be required.

Remuneration is taxable and subject to National Insurance contributions.

About Northumbria Healthcare NHS Foundation Trust

We’re working at the heart of our communities to offer the very best in healthcare for our patients.

Our 12,000 staff provide a wide range of health and care services to more than 500,000 people living across Northumberland and North Tyneside.

People, caring for people is the Northumbria Way but don’t just take our word for it. We’re one of only a few NHS organisations to be named outstanding twice by national regulator the CQC.

We’re consistently one of the highest performing NHS organisations in the country winning a slew of awards and regularly topping the national hospital ratings.

The focus of everything we do is about providing the best possible care for our patients whether that’s in their own home or at one of our 10 local hospitals and healthcare facilities.

The place and challenge is unique because we provide services to people in some of the most urban and rural parts of England covering a huge geographical area of more than 2,500 square miles.

We’re currently investing in facilities right across our patch, improving things for patients and staff and increasing capacity to build on the already outstanding care provided to communities, keeping waiting lists to a minimum. This includes a new £30m hospital in Berwick as well as enhanced wards and surgical areas across our other hospitals.

Our hard working and caring teams provide a full spectrum of NHS services including:

  • Emergency and urgent care
  • Urgent and planned surgery
  • On-going care and rehabilitation
  • Outpatient clinics for a range of conditions
  • Testing and diagnostic services
  • Maternity services
  • Children’s services
  • End of life care
  • A wide range of therapies
  • Community services including district nursing and health promotion

Our network of local hospitals, GPs and healthcare facilities are some of the top performing in the country and the way they are organised has meant many elective, non-urgent operations were protected from cancellation even during the pandemic.

Despite the pressures currently facing the NHS our waiting times for surgery are among the best in England, with many completed on the same day. During the pandemic more than 14,500 procedures and operations still went ahead.

In addition, Northumbria has some of the best Patient Reported Outcome Measures (PROMS) – based on patients’ own opinions of their care – and is rated first in the Getting It Right First Time (GIRFT) rankings for day case surgery.

We now have a thriving robotic surgery programme helping to treat patients faster and ensure they have quicker recovery with less pain.

We have been delivering award winning community services to adults, children and the elderly for over 25 years and our services mean you can access specialist care or support without needing to go into hospital.

We also support people with a range of disabilities and long-term conditions to empower them to manage their own care and symptoms at home. We know that keeping your independence is important and we personalise our care so that patients can continue to live their best life.

We are committed to digital solutions that make our care, safer, quicker and more accessible to even our most rural of communities and patients. Our teams make a real difference to patients and their families.

Our people take huge pride in working at Northumbria with a strong organisational focus on providing safe, caring and high-quality health care to the local population. In return we strive to offer the best staff experience, support and benefits so that all our employees can build the best careers in the NHS. We provide a comprehensive staff experience programme that includes everything from an extensive health and wellbeing scheme to some amazing professional development that helps both individuals and our organisation stay in shape. We are determined to be the best place to work and train.

Our Community Promise sets out our bold commitment to have an even larger impact on the lives of everyone who lives and works in the area and wider region. It’s based on six key pillars, which relate to the wider factors that fuel health inequalities – poverty, employment, education, economy, environment and wellbeing.

We’re now working closely on all these issues to make sure we fulfil our corporate social responsibly to the whole community – so much so that we’ve become the first health organisation to receive gold accreditation. It’s important that we go beyond delivering healthcare and think about the positive impact we can have on our communities when we get things right.

We’re also acutely aware that health inequalities have long been a problem, with people living in more deprived areas having much higher rates of preventable diseases and much earlier deaths. The pandemic has been a stark reminder of this divide and our work on population health will be a core part of our future planning.

Partnership working is vital in delivering modern healthcare and we’re committed to working closely with a wide range of organisations at a national, regional and local level to improve and innovate what we can offer to our patients.

During the pandemic we have worked beyond traditional boundaries to deliver the best possible services. This has included close partnership working with local authorities, care homes, others across the healthcare system, the voluntary sector and the local business community. We will continue to explore new and exciting ways of working to build on our national reputation for strong and successful partnerships.

Moving our services beyond outstanding is our overarching ambition and we’re committed to innovation and excellence in everything we do.

We are actively transforming our outpatient services so that we can take advantage of some of the positive lessons learned from Covid19 such as virtual appointments, more convenient access for patients as well as an improved environment for patients and staff.

From virtual reality headsets and robotic surgery to digital patient records and the latest diagnostics, we are driving innovation and using the latest technology to offer even better services to our patients.

This innovative approach goes well beyond our service to patients and we have seen huge success in our commercial and corporate activities as well. As a group we offer much more than traditional healthcare and our dynamic approach means we offer some services beyond our own local area and organisational boundaries including expertise in fleet management, PPE manufacturing, payroll, facilities and primary care services.

Our exciting new Manufacturing Hub in Seaton Delaval, established at the height of the pandemic, is an example of the way we are breaking the mould and doing things in new ways. The hub produces a wide range of products and has so far created 60 jobs and 10 new apprenticeships at a time when the economy is under severe pressure. It is also providing much needed locally made PPE supplies for the

NHS while also boosting local supply chains. It was officially opened by the Prime Minister in 2021.

A longer-term example is Northumbria Primary Care (NPC), which was established in 2015 as a not- for-profit venture which aims to achieve excellence through collaboration.

NPC runs 12 successful general practices in Northumberland and North Tyneside for primary care services. While each practice retains their local identity and operates as an individual practice, they do so with the security of being part of a wider group providing invaluable services to the local population.

Northumbria Healthcare Facilities Management was established in 2012 and provides specialist project management services for large and small capital developments, estates maintenance services and a full range of facilities services.

Northumbria also established Fleet Solutions, the leading salary sacrifice lease car scheme for the NHS and other public sector organisations. Over the past 15 years the company has grown massively and now has more than 34,000 cars on the road. They run one of the biggest electric fleet in Europe with 75% of vehicles either electric or hybrid. The scheme is not only hugely important for the environment it also provides public sector staff with tangible benefits and retains income within the NHS to support patient care.

The diversity of our organisation is its strength, this provides us with the flexibility to innovate for the betterment of patient care and, more broadly, positive community action.

We are Northumbria, people caring for people…
