Associate Chief Nurse for Professions, Policy and Practice

Birmingham and Solihull Mental Health NHS Foundation Trust

An experienced Mental Health Nursing professional, the Deputy Director of Professions, Policy and Practice will deputise on delegated duties for the Chief Nursing Officer/Executive Director of Quality & Safety by:

  1. Supporting the management of the Corporate Nursing Team in the absence of the Chief Nurse/Director of Quality & Safety alongside the Associate Director of Quality and Safety/Deputy Chief Nurse.
  2. Deputising at local, regional, and national meetings as requested alongside the Associate Director of Quality and Safety/Deputy Chief Nurse, ensuring the organisation and profession is represented operationally and strategically.
  3. Providing expert Mental Health professional and operational advice and guidance at a senior level for the Trust and System Partners.
  4. Leading on Professional culture, standards, and effective contemporary practice in Mental Health, Learning Disability, and Autism provision, supporting the development and delivery of the All Age Mental Health Strategy for Trust Service Users and professional staff.
  5. Leading on the delivery of anti-racist practice and fostering inclusive professional behaviours and service developments.
  6. Maintaining up-to-date policies, incorporating learning from internal and external reports and stakeholders.

Main Duties of the Job

  1. Ensure nursing employees work within the standard and framework of NMC and professional codes of conduct, taking remedial action as appropriate.
  2. Provide professional leadership and strategic direction to nursing within the Trust to support Nurses in continuously improving the delivery of user and carer-centred services and complying with the administration of the Mental Health Act.
  3. Support the CNO in leading and motivating the Directorate Nursing and AHP team, driving a culture of continuous development and psychological safety.
  4. Responsible for nursing budget, including budget setting and monitoring.
  5. Ensure safe practices by nursing employees with respect to medicines management.
  6. Provide professional and clinical advice to nursing and non-nursing colleagues at all levels across BSMHFT in relation to clinical and managerial matters, including disciplinary & conduct issues.
  7. Represent nursing in clinical and corporate governance forums across BSMHFT and externally, resolving clinical and corporate problems, including taking a lead where appropriate.
  8. Ensure the delivery and development of safe quality patient care and effective clinical practice.
  9. Strive to achieve effective partnerships, integrating social care into the Trust and ensuring effective partnerships are developed with Prisons and voluntary organisations.

Person Specification

Training, Qualification, Experience, Skills

  • Degree in nursing - registered mental health nurse with the NMC.
  • Registered Mental Health Nurse, Masters level education or equivalent, Leadership and/or management training, and substantial experience in management or a senior clinical role.
  • Evidence of continuing professional development.
  • Experience at a senior level of managing healthcare delivery systems.
  • Experience of concurrently managing a wide variety of projects.
  • Experience of working in partnership with the public and independent sector.
  • Significant experience of engaging clinicians in service redesign, demand management, and care pathways.
  • Significant professional leadership, especially in professional development, clinical governance, and supervision.
  • Political awareness of and sensitivity to the interactions and interdependencies between the NHS and non-NHS organisations.
  • Demonstrate a management style supportive of the 'BSMHFT Managers Behavioural Profile.'
  • High level understanding of current policy and issues in healthcare practice, compliance, and standards in the wider NHS.
  • Ability to interpret and manage complex policy and organisational environments.
  • Effective influencing, communication, and negotiating skills.
  • Excellent analytical and problem-solving skills.
  • Able to achieve coherence between the Trust service and financial strategies.
  • Ability to utilise and implement clinical governance strategies and push their application to improve patient care and the user experience of mental health services.

  • A deep motivation to improve performance & make a difference to others' health & quality of life.
  • Project Management and Quality Improvement Training.
  • Experience of effective redesign and improvement methodologies.
  • Performance management tools and techniques and their application to NHS organisational standards and targets.
  • Able to communicate with and engage front-line clinical staff and clinical leaders in service strategy/redesign.
  • Able to build redesign processes and systems that are simple and engage front-line staff and clinical leaders across organisations.
