Interim Adults Social Care Financial Services Manager

Pay Rate: £346.15 per day PAYE
Hours per week: 37 Monday to Friday, normal working hours

Working knowledge of Mosaic would be extremely helpful.
The role will be to lead on the transformation of the ASC finance systems and processes as well as manage the finance team. Have an understanding of ASC financial processes and duties under the Care Act.
Need to have had experience of leading transformation and implementation of Brokerage functions within ASC. Work closely with commissioning colleagues.
Key Responsibilities:
- As service lead for the Social Care Financial Services, you will manage the interdependencies between the separate service areas Financial Assessments and Charging Team, Client Welfare Services and the Commissioned Care Services Payments Team and Brokerage.
- Responsible for initiating transformational change and the development of a strategic vision, operational and business planning for the Social Care Financial Service.
- Provide strategic direction and leadership for services which includes: Community and Residential Care financial assessments, Deferred payments, Direct payments, Independent Personal Budgets, Commissioned Services Payment, Appointeeship and Deputyship, Self funders and Brokerage.
- Be accountable for the effective management of the service portfolio.
- Be responsible for the development of a performance framework aligned to service performance, delivery and benefits rationalisation.
- Provide oversight, technical expertise, professional support and advice in the areas of Community and Residential Care financial assessments, Deferred payments, Direct payments, Independent Personal Budgets, Commissioned Services Payment, Appointeeship and Deputyship and Self funders and brokering of commissioned services.
- Strategic management of Appointeeship and Deputyship team ensuring compliance in accordance with the statutory requirements of the Office of Public Guardian (OPG) and Department of Work and Pensions Regulations.
- Review and develop systems and processes supporting the Directorate to mobilise digital systems, new policies, best practice to imbed within Adult Social Care Operations department in preparation for government reforms.
- Interpret, advise on and implement legislation aligned to the service to ensure that the Council is meeting its statutory responsibilities in the most cost effective and efficient way.
- Interpret and implement local and national policy, statute, regulations and good practice associated with Adult Social Care Charging and Appointee and Deputyships. Embedding and incorporating these into service delivery to ensure services are conducted to a high standard of accuracy and integrity.
