Herts & West Essex Integrated Care Board is a leading NHS organisation with an award-winning governing body. Working closely with partner organisations, the ICB's staff design, plan and commission health services for more than half a million people and monitor the quality and effectiveness of those services. The ICB currently has a vacancy for a Local Resolution Lead within the All Age Continuing Care (AACC) team.

To manage and develop services in relation to the National Framework for NHS Continuing Healthcare and NHS Funded Nursing Care. Ensuring high quality, patient focused services to meet the complex needs of those eligible in HWE in line with strategic goals and national policy.

The post holder is responsible for ensuring the safe and effective management of the NHS Continuing Healthcare Service across the local place within HWE and the effective and efficient management of all resources of the service.

The post holder will be the Adults lead for the locality, focusing on adults entering CHC and this pathway. To support the Assistant Director in delivering policies related to Continuing Healthcare and Funded Nursing Care, so that the policies are implemented to a high standard which enable consistent decisions to be made on an individual's eligibility for NHS funded healthcare and then subsequently safe and appropriate clinical care is commissioned monitored and reviewed.

The post is responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate. To have clinical management responsibility for the Continuing Healthcare (Adults with a Physical Disability and Learning Disabilities) and Funded Nursing Care services to ensure that a high quality patient focused and responsive service is provided and monitored within clinical and non-clinical legal governance frameworks (NHS and Private providers).

• Registered Nurse qualification to first degree level or equivalent
• Be able to demonstrate specialist clinical and commissioning knowledge relating to the provision of community based service provided by a wide range of clinical disciplines and service providers
• Extensive knowledge NHS Continuing Healthcare, commissioning and contracting in a senior management role with experience to master's level equivalent
• Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
• Working knowledge of the personalisation and SEND agenda
• Knowledge and understanding in the planning of transition from children's to adult's services and the appropriate application of the national framework

• Experience in the management of complaints, risk, clinical audit and serious incidents
• Experience safeguarding processes and systems with a in depth Working Knowledge of DOLS
• Experience of Personal Health Budgets (PHBs)
• Experience of the CHC National Service framework quality framework - CHAT.

• Developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level.
• Good presentational skills for conveying complex concepts. Ability to use informed persuasion to influence others.
• Ability to effectively chair meetings and Healthcare Panels

• Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
• Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution
• Problem solving skills and ability to respond to sudden unexpected demands.
• Ability to anticipate and resolve problems before they arise.
