The Parole Board is an independent court-like body that is responsible for carrying out risk assessments on prisoners to determine whether they can be safely released into the community. We do that with great care and public protection is our top priority.

The Board is made up of about 180 members of secretariat staff based in our London Head Office and approximately 320 Members who make decisions on risk and hold hearings at prisons around the country.

Job Purpose

You will ensure the Board has the right profile of membership to meet current and future operational needs through effective succession planning and that members are supported in their time with the Board. The Member Engagement Manager will work closely with the Senior People Manager, HoPLD to ensure members are managed throughout their tenure and know what steps to take in relation to their membership.

  • Member engagement for development, progression and succession

Person Specification

  • Demonstrable experience of managing a membership, large group of stakeholders or in a people management position.
  • Excellent interpersonal skills to build relationships with key stakeholders.
  • Experience of delivering or supporting the delivery of events.
  • Excellent communication, verbal and written skills.
  • Excellent organisational skills, with the ability to plan ahead and effectively manage a workload with competing priorities.
  • The ability to analyse, summarise and present information in a relevant way for different audiences.
  • The ability to prioritise workload.
  • Experience of planning and delivering recruitment campaigns.
  • Experience of succession planning.
  • Experience of delivering learning and development events.
  • Understanding of the parole process.

Main Duties:

Planning

  • Work with the Senior People Manager, HoPLD and SLT (where needed) to strategically plan and manage business needs in relation to member recruitment and reappointment.
  • Implement and maintain clear and accurate procedures relating to member tenure management.
  • Organise the delivery of New Member Induction and supporting L&D events.
  • Monitor and analyse membership data to inform member succession planning.
  • Work closely with the Learning & Development Team on the commissioning, planning and delivery of training and induction opportunities for new and existing members.
  • Work closely with the Operations Hub on ensuring that the planning and delivery of training and induction opportunities for new members is in line with the business needs.
  • Work closely with the Transformation Hub to effectively plan IT equipment distribution to new members and to ensure the equipment returned from members is accurately accounted for.
  • Work with the Listings team to manage and report on any areas of concern, specifically members who may be AWOL.

Recruitment and reappointments

  • Responsibility for the relationship with MoJ Public Appointments team on all relevant aspects of recruitment and reappointment.
  • Day to day budget management for campaigns.
  • Build good relationships with members to ensure engagement for their development and succession.
  • Promote member recruitment campaigns through the identification and organisation of outreach events and other PR opportunities.
  • In consultation with the Communications Team, maintain the recruitment web page ensuring material is up-to-date and engaging.
  • Managing member exits, breaks, adjustments and other support as it arises.
  • Attend national and regional meetings and events which may require occasional travel and overnight stays.
  • Appointment and tenure management of Former Active Members.
  • Responsible for supporting MoJ vetting partner with the management of members' security clearance, should they require Developed Vetting for their specialist role.
  • Recruitment and tenure management for the Parole Board Management Committee.

New Member Induction and CPD events

  • Deliver new member induction and supporting CPD events following successful recruitment campaigns.
  • Organise venues, catering and joining for events.
  • Manage events budget.

Reporting and procedures

  • Ensure member data collection is accurate for audit purposes, reporting and recommendations.
  • Ensure procedures are up-to-date and maintained.

Management and leadership

  • Manage two EOs.
  • Implement actions from the Equality and Diversity Advisory Group.
  • Attend national and regional meetings and events which may require occasional travel and overnight stays.
  • Actively contribute to the function’s business plan and organisational policies.
  • Role model management and professional behaviours in line with the Parole Board’s vision, values and competence framework.
  • Other tasks appropriate to the role as assigned from time to time by Line Manager or Head of People, Learning and Development.
  • Undertake these responsibilities in line with current legislation, local and national policies, and the key documents listed below.
  • Supporting with the annual member conference.
  • Management of team mailbox responding to emails relating to members in a timely manner.

While the Parole Board office is principally located in London, and, for the purposes of organisational management and administration, it is not required to conduct business in Welsh. Office requirements

This role is hybrid. You will be required to spend 20% of your time in person contact. This is either at the PB office, an MoJ hub office, with PB colleagues, members or MoJ colleagues or in training.

If you are a national candidate please be aware that if successful you will be expected to attend the Canary Wharf office at least quarterly for team or staff meetings. Travel for these purposes will be reimbursed for national employees.

This role will require some travel outside of these requirements.

Security

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Check.

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

The Parole Board offers a flexible working system in many offices. Standard full-time working hours are 37 hours per week. The Parole Board welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the Parole Board’s Flexible Working policy.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service. There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
