Programme Management coordination and implementation.

  • Leads and coordinates the work of the TIWB Secretariat team based at the OECD in Paris.
  • Provide leadership in the implementation of TIWB programmes including strategic guidance to TIWB Project Managers.
  • Oversee the organisation of TIWB-related meetings.
  • Provide support to host tax administrations on technical taxation issues and assist host and partner tax administrations in the setup of TIWB programmes.
  • Provide technical support to UNDP on the selection and quality assurance of a roster of tax experts.
  • Develop and maintain partnerships with key stakeholders (UNDP, OECD, tax administrations in receiving and deploying countries; regional tax organisations; business and civil society).
  • Implement financial and technical reporting to key stakeholders.
  • Develop sustainable financing mechanisms for the programme including fundraising.
  • Develop and maintain a culture of continuous learning and assessment to promote the evidence from TIWB implementations; recommend and deliver improvements and innovations.
  • Supervise, motivate, and contribute to the professional development and performance of staff.

Communication and outreach

  • Draft reports and briefings; organise consultation meetings with stakeholders.
  • Develop manuals, tools, and research on best administrative practices in tax administration for TIWB programmes.
  • Work closely with international and regional tax organisations and networks to increase awareness of the TIWB initiative.
  • Promote and foster the relationship with current and new partner administrations to support the delivery and expansion of TIWB programmes.
  • Work closely with UNDP's regional and country teams to promote TIWB.
  • Conduct representational duties in relevant international fora as required.
  • Supervise and oversee a TIWB marketing strategy and optimise promotion efforts of the TIWB initiative including with the media.
  • Promote demand for TIWB assistance and enhance South-South cooperation.

Qualifications :

Ideal Candidate profile

Academic Background

  • An advanced university degree preferably in a field related to public financial management such as Public Administration, Public Policy, Political Science, or Economics.

Professional Background

  • At least eight years of professional experience acquired in the public financial management area with extensive experience in policy work as well as tax administration, preferably with exposure to developing countries.
  • Experience in providing strategic advice on marketing strategies and promotional activities.
  • Experience of working in and with developing countries.
  • Proven skills in developing and managing relationships with multi-background stakeholders.

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring process: Vision and Strategy (Level 3); Enable People (Level 2); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 3); Achieve Results (Level 3); Innovate and Embrace Change (Level 3).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
  • Knowledge of other languages including Arabic, Spanish, Portuguese, Russian, and Ukrainian would be an asset.

Contract Duration

  • 24 month fixed-term appointment with the possibility of renewal to a maximum of 36 months.

  • Depending on level of experience, monthly salary starts at 10,937 EUR plus allowances based on eligibility exempt of French income tax.
