Job Description

AECOM Mississauga is hiring a Target Price Director.

Responsibilities include but are not limited to:

  1. Lead and direct a combined owner’s team to work collaboratively with the ECWE SRS Project Co’s team through the development phase to establish the project’s Target Price and associated deliverables.
  2. Lead a collaborative and multidisciplinary team focused on cost estimation, risk management, schedule management to continuously seek optimization efficiencies throughout the development phase.
  3. Lead a team tasked with monitoring and controlling, through the use of appropriate tools the development phase process through its respective development phase checkpoints.
  4. Develop and issue regular status reports, monthly and at the various checkpoints identified in the Development Phase process, including assessments of progress on each element of scope, including station heavy civil, station fit out, utilities work, tunnel and tunnel fit out, systems and overall integration.
  5. Coordinate the development of appropriate processes for mitigating risks to the development phase, timely and effective decision making, conducting option evaluation, etc.
  6. Act as a counterpart to the PDB Contractor’s Target Price Director/Development Phase Director.
  7. Act as the interface between the Project Delivery Team and the client-side Independent Valuation Assessment process.
  8. Coordinate the Commercial Close process (i.e. the client side steps between submission of Checkpoint 3, Project Proposal through to negotiation, approvals and award).
  9. Lead the development of a negotiation strategy including the definition of a negotiation team and the development of the Zone of Potential Agreement, BATNA, etc.
  10. Secure the relevant project documents and develop and assess alternative options to executing the project in the case that the off-ramp is triggered.
  11. Demonstrated experience in preparing and delivering high-impact presentations to project senior leadership and corporate executive teams. Ability to convey complex information clearly, provide recommendations and facilitate effective decision-making.
  12. Proven ability to identify critical issues and determine the appropriate timing and level of escalation. Experience in effectively communicating urgent matters to senior management, ensuring timely resolution and minimizing potential risks.

Qualifications

Bachelor degree in a relevant engineering field, construction management, project management or finance + 12 years experience in large infrastructure and rail transit projects with a construction, including 4 years of leadership.

Minimum ten (10) years of relevant experience leading large, multidisciplinary teams (15+ people).

Preferred Qualifications:

  1. Ideally fifteen (15) years of relevant experience in large infrastructure and rail transit projects with a construction or engineering company(s).
  2. Experience Progressive Design Build/Target Price contracts or alternatively in bid/proposal phase work.
  3. Applied knowledge of developing and implementing effective project governance practices.
  4. Detailed understanding of the linkages between design maturity and cost estimate/schedule/risk maturity.
  5. Detailed understanding of cost estimating, schedule development and risk management including quantitative risk modelling (cost and schedule).
  6. Detailed understanding of bid phase procurement processes (i.e. design development, RFIs, submittals, joint risk reviews, cost estimate reconciliation meetings, colour team reviews, etc.) required to prepare a competitive proposal.
  7. Ability to lead a technical/non-technical team through the execution of an integrated roadmap that connects design deliverables and non-technical deliverables such as schedule, estimate and risk.
  8. Experience in collaborative contracting techniques including big room collaborative work practices, and push-pull planning.
  9. Prior experience in contractor side bid development is an asset.
  10. Strong negotiation skills and formal training in negotiation techniques are highly beneficial.
  11. Certain credentials would be an asset including Design Build Institute of America, Construction Management, AACE credentials, Quantity Surveying.

Offered compensation will be based on location and individual qualifications. The expected range is $145,000.00 - $235,000.00.
