Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities:

In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.
Based in the Expertise France coordination office in Paris, the Administration & Finance Officer will oversee and manage the grant, financial, administration/HR, logistics, and procurement framework of the TEI Inclusive Societies’ component managed by EF, in collaboration with other Member-State agencies. This role specifically involves supervising EF's contribution agreement with the European Union, which includes establishing and monitoring grant systems, ensuring compliance, managing financial planning, and supervising administrative functions within the team.
Responsibilities:
- Grant Management: Set up and monitor the grant management system at EF level, ensuring compliance with EU and Expertise France procedures. Establish a robust archiving system, track and manage grant budgets, oversee report preparation, and mitigate risks associated with grant implementation.
- Finance: Process payments, conduct cash reconciliations, ensure compliance with financial security rules, and manage financial reporting and budget forecasts.
- Administration / HR: Supervise service contracts, monitor administrative rules, prepare obligatory reporting, and ensure effective HR policies are in place.
- Logistics and Procurement: Coordinate procurement processes, oversee logistical aspects of missions, monitor procurement procedures, and ensure compliance with IT and security protocols.
- Coordination: Support and guide project assistants on administration and finance-related aspects, maintain coordination with relevant stakeholders, and liaise with the donor on compliance and reporting issues.
Required Skills:
- Relevant university degree related to finance and business administration.
- Good general knowledge of finance, administration, logistics, and HR functions.
- Excellent knowledge of EU grant management procedures.
- Proven experience in engaging institutional relations with donors.
- Strong analytical skills and excellent leadership competences.
- Fluent in French, Spanish, and English; other languages are an asset.
Required Experience:
- 3 to 5 years of relevant work experience in international cooperation or development aid sector.
- Experience managing large complex grants.
- Prior management experience, preferably with oversight of finance, administration, logistics, and/or IT.

Contract information: the contract period is for 12/18 months (yearly renewable up to 4.5 years). We offer a competitive salary and benefit package.
