Junior Policy Analyst - Green Finance and Investment - Temporary

The OECD Environment Directorate (ENV) provides relevant and timely information, analysis, and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, low-carbon, resilient, and green growth path.

The Finance, Investment and Global Relations Division of the Environment Directorate (ENV/FIG) is looking for a Junior Policy Analyst to support the implementation of multi-year programmes on green finance and investment in Eastern Europe, the Caucasus, and Central Asia.

Main Responsibilities

Research, analysis and drafting

  • Conduct quantitative and qualitative research, data collection, and analysis on subjects related to green finance regulation and flows, with a particular focus on the agriculture sector.
  • Identify and document public and private funding sources for agricultural sustainability initiatives.
  • Maintain and update databases of available funding opportunities including grants and investment sources for sustainable agriculture.
  • Contribute to analytical reports, working papers, and policy briefs.
  • Research, prepare and co-ordinate talking points, briefings, and background papers.

Project co-ordination

  • Support the coordination and implementation of the programmes by preparing, updating, and ensuring high-quality documentation.
  • Respond to ad hoc requests for relevant and up-to-date information.
  • Assist in the preparation and delivery of capacity-building activities and training sessions.
  • Support the planning and implementation of seminars, workshops, and meetings.
  • Prepare and disseminate agendas, speeches, talking points, summary decisions, summary records, and other relevant documents.

Communication and liaison

  • Contribute to the development and implementation of strategic communication and visibility related to the programmes.
  • Collaborate with the ENV/FIG Division and Communication staff to ensure effective dissemination of policy conclusions and recommendations.

Ideal Candidate Profile

Academic Background

  • A university degree in finance, economics, environmental or agricultural economics, environmental policy, or a related field.

Professional Background

  • Proven experience working in relevant organisations in the field of climate change, green and climate finance.
  • Experience working on issues related to green finance, in particular access to finance in agriculture in emerging economies.
  • Strong analytical skills and familiarity with financial data, impact metrics, and sustainability/ESG reporting.
  • Experience in developing and conducting qualitative and quantitative research and analysis.
  • Proven ability to carry out research and draft clear, high-quality, timely, relevant, and accurate policy-relevant analytical reports.
  • Knowledge of the economic and policy contexts of the indicated regions would be an advantage.

Tools

  • Proficiency in MS Excel, with experience in data analysis tools (e.g., R, Python).

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring process.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other.
  • Knowledge of other languages of relevance to the Programmes would be an asset.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.
  • This opportunity is primarily open to serving officials. It is also open to temporary staff.
  • Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official).
  • For Temporary staff, salary starts at 3,150 EUR [T6/1].
