Shift Work Required: Yes (days, afternoons, evenings)

Range of Pay: Group 13 - $36.79 to $45.02 per hour (Rate in effect April 1, 2025)

Characteristic Duties:
  • Conduct property patrols of designated CGS facilities and properties to prevent and respond to any threats to safety and security, with a specific focus for transit, Greater Sudbury Housing building, libraries, parks, and community facilities.
  • Respond to urgent and potentially volatile situations; investigate suspicious vehicles/activity, removing unauthorized persons from CGS property.
  • Accompany and provide safety and security support to Housing Operations staff while they deliver notices, conduct various types of inspections, and perform work in units identified by surveillance as units of interest.
  • Accompany and provide safety and security support to Transit staff and riders while on the bus, within the transit terminal, on platforms, and at GOVA hubs to reduce and address safety concerns as they arise.
  • Provide information and interpretation of CGS by-laws to officials, staff, and the general public. Issue fines and/or trespass notices to anyone in violation in accordance with the Trespass to Property Act Policy and CGS by-laws.
  • Exercise the power of arrest and detention, when required, following prescribed policies and procedures.
  • Work alongside Social Services staff and act as the first point of contact with citizen occupying an encampment on CGS parkland and at other CGS facilities.
  • Provide security services at council and at other public meetings as requested.
  • Consult with contractors, staff, and community partners to identify security-related concerns. Collaborate to support a response to these issues that considers safety, security, and linking residents to available community resources.
  • Perform investigations of incidents to ensure safety and integrity of CGS property and services; lay charges and issue trespass notices as required. Liaise with internal and external parties for coordinated response to joint investigations.
  • Collect, compile, and maintain evidence required for court action and prepare court documents and attend as a witness in court.
  • Perform emergency first aid services to public and staff, including the use of NARCAN and coordination of emergency services staff.
  • Assist staff and public in resolving situations by providing direction and offering advice and guidance. Issue parking tickets as required.
  • Write reports, file, and perform miscellaneous clerical duties. Collect, enter, and maintain information to track service level key performance indicators.
  • Assist other employees within the section with their duties during periods of overload, vacation, or absence.
  • Develop and maintain a thorough knowledge of CGS’s Parks By-Law, Parking By-Law, and other applicable by-laws and CGS policies regarding safety and security of CGS facilities.
  • Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable provincial legislation listed therein.
  • Perform other related duties as required.
Qualifications:
  • College diploma in a related discipline (e.g., Law and Security, Police Foundations) from a recognized community college with Canadian accreditation, plus short specialized courses in law enforcement (e.g., Ontario Association of Property Standards Officers (OAPSO), Municipal Law Enforcement Officer (MLEO), etc.).
  • Must be certified in First Aid/CPR.
  • Must be able to successfully complete Step Training (e.g., De-escalation and Use of Force).
  • Over one (1) year up to and including two and one-half (2½) years of directly related mobile/foot patrol officer position, security and/or municipal or police law-enforcement experience, or two (2) years experience in the field of Property Standards.
  • Demonstrated ability related to computer software and administrative systems in a Windows environment (e.g., file maintenance, word processing, spreadsheet applications, information input/retrieval, email, etc.).
  • Knowledge of applicable legislation and related regulations. Must have a working knowledge of the Criminal Code of Canada and Trespass to Property Act.
  • Must be able to exercise sound judgement, possess honesty, integrity, tact, diplomacy, and be customer service oriented.
  • Knowledge of applicable by-laws and courtroom procedures.
  • Demonstrate organizational, analytical, and administrative skills, and ability to exercise judgement in procedures and methods used.
  • Ability to demonstrate strong communication and interpersonal skills in dealing with the public in a courteous and effective manner.
  • Experience with non-violent crisis intervention practices.
  • Strong interpersonal skills and ability to de-escalate volatile situations and building rapport with challenging individuals, at times of crisis.
  • Excellent use of English; verbally and in writing.
  • French verbal and written skills an asset.
  • Provide, at own cost, a current Criminal Record Check.
  • Satisfactory health, attendance, and former employment history, being physically fit and able to carry out the responsibilities of the position.
  • Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
