Position Summary

The purpose of the role is to ensure that the Luxembourg-based Alternative Investment Fund Manager (AIFM) of the Group and the funds are fully compliant with all the relevant rules and regulations. The role will also operate as Conducing Officer for Compliance, AML / CFT & Compliant. This individual will be a subject matter expert for European AML requirements, and in conjunction with other European compliance and AML resources, help shape and drive Carlyle’s overall compliance programme in Europe. Operationally, the role will report into the Head of Operations within Fund Management with ongoing oversight by and coordination with the Head of European Compliance based in London, the Global Chief of Compliance and the Global Compliance Team.

Responsibilities

• Manage team of 10-12 individuals ensuring that the AIFM is in full compliance with the AIFM Directive.
• Design and implement procedures and processes to ensure ongoing compliance with AML requirements for the Luxembourg AIFM and AIFM managed funds.
• Serve as a subject matter expert for European and Luxembourg AML and compliance requirements.
• Participate in and help design overall group procedures for AML and KYC onboarding.
• Monitor the AIFM's compliance with relevant rules, regulations, and CSSF circulars, and perform regular and comprehensive compliance-related risk assessments and testing.
• Oversee the completion of annual compliance reporting to the CSSF under CSSF Circular 18 / 698.
• Fulfil notification requirements with the CSSF on compliance matters and handle specific responsibilities such as reporting suspicious transactions related to money laundering and terrorism financing.
• Develop and maintain relationships with the CSSF as a Conducting Officer of the AIFM.
• Establish yourself as an industry leader and technical expert in AML compliance matters in Luxembourg.
• Maintain and update compliance policies, procedures, compliance monitoring plans, systems, and AML policies.
• Prepare board reports specifically covering compliance and MLRO aspects for the AIFM and supervised funds.
• Provide compliance technical support and advice to the broader Luxembourg platform, particularly the regulated SICAR platforms.
• Oversee AML due diligence monitoring on delegates.
• Handle AML / KYC for new clients and delegates of the AIFM.
• Monitor blacklist filtering.
• Provide compliance and MLRO-related updates to the Management Committee and Board of Director meetings for both the AIFM and supervised funds.
• Manage ad-hoc compliance projects.
• Manage the Compliance function, including overseeing daily activities of two team members.
• Participate in global or local compliance committees as well as relevant business committees.
• Advise the team on developments in laws, regulations, rules, and standards that might impact the company.
• Lead compliance training efforts for the Luxembourg platform and AIFM team, board members, and broader internal stakeholders (fund management, investment teams).
• Collaborate with other Conducting Officers and assist with the broader management of the AIFM team.

Qualifications

Education & Certificates

• University degree in law, finance, economics, or accounting.

Professional Experience

• Possess 8-10 years of hands-on experience as a Compliance Officer, preferably within the Alternative funds sector.
• Have excellent knowledge of the regulatory environment, including AIFMD regulations, CSSF circulars, AML directives, FATCA / CRS, etc.
• Direct experience dealing with the CSSF.
• Solution-driven and results-oriented with a problem-solving attitude and constructive mindset.
• Fluent in English, with fluency in French being an advantage.
• Ability to manage multiple projects on various timelines, with strong follow-up, prioritization, and teamwork skills.
• Proven experience and enthusiasm for implementing concepts and ideas in practice.
• Strong desire and ability to foster a robust compliance culture.
• Curious and eager to learn.
• Strong communication, collaboration, and influencing skills, both written and oral, required in a global context.
• Proven ability to work independently and handle multiple business tasks.
• Excellent organizational skills and attention to detail.
• Demonstrated ability to work effectively as part of a team.
• Proficient in Excel, Word, and PowerPoint.
