JOB DIMENSIONS
The service will support TEP Suriname’s Drilling and Wells preparation and execution of GranMorgu development. The Service holder, initially resident in Paris, will then transfer to Suriname in February 2026 after which the role will move to a rotational role in Suriname during the execution phase. Core activities will include:
  1. Managing / coordinating the inspection activities at the base as per operational planning.
  2. Coordinating with all parties that Stock Transfer Movement and records are strictly followed.
  3. Audit Planning is effective and followed.
  4. Equipment readiness prior to loadout to the RIG.

ACTIVITIES
The Service holder will work together with a team of QAQC Coordinators and Inspectors and will technically administrate the stock inspection. Activities will include seamless coordination and effective feedback on QAQC related activities in collaboration with the superintendent (covering drilling, completion, Intervention), D&W logistics team and relevant parties. Visibility, Leadership, drilling and QAQC experience is required to promote and enforce the QAQC culture amongst the service providers as per the APIQ2 implementation objective. Strong Interface with the company relevant parties ensuring functional leading, and operational excellence, continuous improvement and Vendor manufacturing processes is followed accordingly to the COMPANY policies. During the tendering stage, the service provider will ensure that all company referential related to QAQC is correctly detailed and within the tender requirement. The Service dimension will include assessing the robustness of the technical proposals from a QAQC standpoint and ensure that all candidates propose a strong and fit for purpose quality plan. The service holder may participate in training sessions and/or assist Project’s stakeholders with their routine actions linked with PR’s & PO’s (workflow monitoring, validation, rejection, etc.). The service holder shall highlight and escalate any issues presented regarding PR’s & POs and propose any mitigation action whenever needed/identified. Aiming to support CFTs and preparatory phases from Paris and to surveying, supporting the Services Companies on the Drilling Support Base (in Suriname) to establish a robust QA/QC management system aiming at eliminating any NPT and ILT. The Service provider will define yearly objectives with the Performance & Methods manager in coordination with the technical support of OT/TL/DW/OPS/QAQC.
QA/QC activities will include but not be limited to:
  1. Support the D&W service engineers (technical)
  2. Ensure that all vendors and critical sub-vendors deploy and follow a robust Quality Assurance process.
  3. Ensure that purchasing equipment complies with CR-OT-DW-350; Check all POs and SOs to confirm matching with QAQC MS.
  4. Perform technical / quality receipt and goods’ inspection from vendors.
  5. Perform Quality Audits with drilling service and rig contractors to assess compliance to contractual requirements with direction from the internal Management Team and TEP Suriname D&W team.
  6. Define proper technical specifications for the relevant storage of D&W equipment’s as per applicable recommendations.
  7. Implement / enforce the use of Service Quality Plans (SQP) as per the API Q2 or similar standard and as per the service criticality requirement for all service contracts with direction from the applicable Management Team and TEP Suriname D&W team.
  8. Promote / follow API Q2 audit plan for all the service contracts (Schedule, objectives).
  9. Set and coordinate service Inspection at contractor locations based on SQPs that will be witnessed/agreed with the contractor’s witness.
  10. Before equipment RIG mobilization: Set a release process under D&W QAQC to confirm that equipment is ready to be used (Final Released Note) from stock or from Service Contractors sites. Also include waiver system under the Drilling Manager’s (DM) scope of authorization.
  11. Implement / follow / update an inspection reporting system (IQ-ALL) for all proprietary equipment’s prepared at the base.
  12. Ensure NPTs are recorded into IQ-ALL, rated and converted into GRAL’s. Register in and update into an action tracking database (IQ-ALL) – Use of NPT tracker (IQ-NPT), use of GRALs’ module of IQ-ALL for events within criteria of entry and for the follow up / close out of actions (NPT related Incidents, Field NCR, OFI...)
  13. Provide support and expertise for service/equipment failure investigation (Troubleshooting, Cause Tree Analysis, etc.)
  14. Perform monthly reviews with each service contractor to track GRAL’s progress.
  15. Ensure that all contracted services are the subject of Service Scorecard and Service Quality Meetings (SQM).
  16. Track progress on all GRAL (continuous improvement) at Drilling and Wells scope.
  17. Respond to operation needs for any QAQC / Standards / Actions support.
  18. Actively participate in SQM performance review.
  19. Interface with HQ for manufacturing QAQC standards and potential issues on delivery.
  20. Provide monthly reporting to the relevant entity.
  21. Support operation team to perform audit of Rig Management system, including PMS, and track progress of audit planning and progress on corrective actions.

Main KPIs:
  1. Service and equipment associated NPT reduction (per rig/year)
  2. Number of QAQC visit report.
  3. Number of API Q2 audit performed and performance progress of API Q2 implementation amongst the service company.
  4. Ensure that all equipment has valid certifications, records, and preparation.
  5. Reduction of improper equipment sent to the rig and rejected material by monitoring maintenance metrics and through regular inspections.
  6. Close out of GRAL’s.
  7. Performance of SQMs (contractor service performance and score cards) twice a year.

CONTEXT AND ENVIRONMENT
The activity takes place in the context of the execution phase of a major project in Suriname. The Suriname GPI is a multidisciplinary team that coordinates the studies managed by the company on the Deep and Shallow Water discoveries of offshore Suriname Block 58. The technical challenges the GPI / Project will face are the reservoir development and management, FPSO, and subsea production/injection system. The Suriname Team will develop the Project with the objectives of maximizing economic results by optimizing the reserves, and the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focusing.

QUALIFICATIONS & EXPERIENCE REQUIRED
At least 15 years working experience on Oil and Gas:
Technical:
  1. With at least 10 years of QAQC experience with a minimum of eight associated with drilling activity (OCTG, Equipment procurement, Service contract QAC).
  2. Adequate knowledge of general drilling equipment but also completion and Well intervention services.
  3. Good global knowledge of Drilling and Wells operations on RIG.
  4. Lead Auditor certification in ISO9001/APIQ1
  5. Practitioner certification for APIQ2.
  6. Relevant mandatory certifications requested by the company.
