HSE & PSM Manager

The role is to lead the HSE Department at our site at Gaillon, to provide a service to all of the site departments to ensure ever improving HSE & PSM performance based on effective and legally compliant HSE Management Systems according to local and company guidelines. The position holder is to manage and control the implementation of the HSE and PSM policies at the site and is the main contact with internal and external stakeholders (association representatives, authorities, accreditation bodies).

What is possible?

1. Accountable for driving change and developing safety culture across the site.
2. Accountable for the Compliance Plan process including development and implementation of plan for regular interactions with all relevant regulatory bodies. Leads the interface with the community and regulator for HSE related issues.
3. Coach and develop site team on HSE and PSM vision and goals.
4. Leads the development and implementation of a plan to achieve Best Practice HSE and PSM performance aligned with business and site HSE targets. Sets Site HSE and PSM KPIs and improvement plans to continually improve.
5. In conjunction with the Management Systems Leader, Learning & Development Specialist and Engineering Leader, develop a comprehensive HSE training and competency programme for the site.
6. Actively involved in conducting and reviewing HSE and PSM related RCAs to ensure that root causes are correctly identified and addressed at the management system level. Feeds back analysis of management system failures to the Site Leadership Team to identify improvement opportunities.
7. Control and ensure the conformity of equipment, working conditions, processes, assets and materials according to corresponding regulations and guidelines.
8. Searches for and implements HSE and PSM Best Practices and actively shares learnings and improvements within Site, Region and Nufarm Globally.
9. Leads initiatives and actions to continually improve the Occupational Health of all on Site.
10. Leads the effective management of Process Safety issues on Site to continually reduce risk and improve performance.
11. Leads the effective management and continual improvement of all environmental and sustainability aspects on site, including actions to support the Nufarm Global Sustainability goals.
12. Define, initiate and supervise internal and external audits (suppliers, sub-contractors…).
13. Manages the budgets linked to waste treatment, consultancy, PPE and security.
14. Participates in yearly shutdown preparation to ensure that HSE targets are set and met and that HSE resources are in place to support the events.
15. Lead and participate in corporate incident reduction initiatives.

What do you bring?

1. NEBOSH Diploma or equivalent, Bachelor's degree in related field desirable.
2. Health, Safety & Environmental experience in chemical manufacturing environment.
3. 10 years of experience including 5 in management.
4. Experienced in use of key process safety & investigation tools HAZID, HAZOP, LOPA, HFA, RCA.
5. Strong use and knowledge of HSE management systems (CP 0026 & others) and Process Safety Management.
6. Ability to manage and work with policies, standards, corporate and site procedures.
7. Issue identification and problem solving/trouble shooting skills.
8. Experience in providing trainings.
9. Hazop, LOPA and similar studies.
10. Great communication skills, ability to interact with all internal and external stakeholders.
11. Fluency in English and French.
